Afghanistan: US hopes Iran will be 'constructive'

THE HAGUE (AFP) - - The United States hopes that Iran will have a "constructive" attitude on war-torn Afghanistan at a major international conference in The Netherlands, Secretary of State Hillary Clinton said Monday.

The Islamic republic has accepted an invitation to take part in the conference on Tuesday and will be represented by Deputy Foreign Minister Mohammad Mehdi Akhoondzadeh.
"The fact that they accepted the invitation to come suggests that they believe there is a role for them to play and we are looking forward to hear about that," Clinton told reporters travelling with her to The Hague.
"We are hoping that each neighbour, friend and stakeholder will have constructive ideas about what that country would do to try to help us achieve the security and stability goals that we set for Afghanistan," she said.
But she would not say whether there would be contacts between the United States and Iran at the meeting.
Iran, which has not had diplomatic relations with the United States for nearly three decades, did not attend a previous international conference on Afghanistan in Paris in June when George W. Bush was still US president.
But President Barack Obama has reached out to Iran, sending an unprecedented video appeal on March 20 for the Persian New Year in which he spoke of a "new beginning" between the two countries.
Despite their rivalry, the United States and Shiite-majority Iran are both sworn enemies of the Taliban, a Sunni Muslim militia initially backed by Pakistan that ruled Afghanistan from 1996 to 2001.
Afghan President Hamid Karzai, UN Secretary General Ban Ki-moon and other world leaders are due to attend the one-day conference in The Hague.
The meeting is a sign the world is still interested in Afghanistan, Richard Holbrooke, special US envoy in Afghanistan and Pakistan, said here earlier Monday.
The conference, which brings together about 90 states and international organisations involved in Afghanistan, is a "signal that the world hasn't forgotten Afghanistan and now acknowledges that Pakistan is part of the issue."
Holbrooke said the conference marked the transition from the policy formulation phase to the policy implementation phase, following Obama's announcement of his new strategy for Afghanistan on Friday.
Clinton on Monday said the United States would donate 40 million dollars (30 million euros) for key elections in Afghanistan due in August.
The European Commission said it was ready to commit an additional 60 million euros in aid to support the elections, as well as the police and the farm sector in Afghanistan.
The Red Cross meanwhile warned on Monday that it expected a surge in civilian casualties in Afghanistan and Pakistan over the coming months as military operations are stepped up there.
The International Committee of the Red Cross urged the nations taking part in The Hague conference to "consider the plight of civilians as a matter of urgency."
The ICRC feared the emphasis on the political and military dimension was overshadowing the worsening humanitarian situation, especially in border areas of Pakistan, said Jacques de Maio, the group's South Asia head of operations.
