EU demands immediate resumption of gas supplies

BRUSSELS (AFP) - - The European Union demanded Friday that Russian gas supplies to Europe resume immediately now that details of a mission to monitor the flow through Ukrainian pipelines have been agreed.
Around a dozen European nations have been suffering in frigid winter weather since Russian energy monopoly Gazprom turned off the natural gas taps to Ukraine on Wednesday, accusing Kiev of syphoning off supplies.
But the EU's Czech presidency said overnight that a deal had been worked out, allowing around a dozen observers to monitor whether Europe-bound gas from Russia is reaching Ukraine.
"There is now agreement on the details of the monitoring mission," the European Commission said in a statement. "It is now imperative that the gas start to flow to the European Union without any further delay."
The EU's executive arm said commission chief Jose Manuel Barroso had spoken overnight with Ukraine President Viktor Yushchenko, while Energy Commissioner Andris Piebalgs phoned his Russian counterparts.
In a seperate statement, the EU presidency said that Czech Prime Minister Mirek Topolanek had also held talks with top Russian and Ukrainian officials to iron out final details.
"The Czech prime minister intends to continue multilateral talks which would help to restore supplies of Russian gas through Ukraine to the EU countries," it said.
Russia cut supplies for Ukraine's domestic market on January 1 due to a payments dispute, and then on Wednesday shut off gas transiting through the former Soviet state to Europe.
Moscow accused Ukraine of stealing gas intended for Europe, a charge Kiev has denied.
Russia is the world's biggest natural gas producer and provides about one-quarter of the gas used in the European Union, or about 40 percent of the gas the bloc imports. About 80 percent of those imports pass though Ukraine.
Ukraine agreed to allow the monitors on Thursday and 10 to 12, drawn from the European gas industry and the European Commission, were due on the ground on Friday.
The monitors, working at about eight stations, are to check how much gas is being piped from Russia to Ukraine, the main transit route for Russian gas to Europe.
The largest Czech gas importer RWE Transgas said Friday it had sent an expert to work on the monitoring mission on the Russian-Ukrainian border.
Earlier in the day the CTK news agency said RWE Transgas had sent the expert to Ukraine.
Russia had held up agreement on the monitors at least in part because it wanted Russian personnel to be among them, but the differences were overcome overnight Thursday, the EU presidency said.
Prime Minister Vladimir Putin's spokesman said Friday that Russia had a "full understanding" with the European Union on sending observers to monitor the gas dispute.
"Russia is ready to accept this mission as soon as possible. We do consider that this is imperative for resuming supplies to European customers as soon as possible," spokesman Dmitry Peskov said.
"From our end there is a full understanding of the necessity" to get the monitors in place, he added, without confirming if any formal agreement had been signed between the parties.
Meanwhile, Ukraine energy group Naftogaz said it was "not against" the presence of observers from Gazprom on Ukrainian territory.
"We are saying that we are not against" Gazprom monitors, Naftogaz spokesman Valentyn Zemlyansky told AFP.
"The main thing is that they should be legitimate and have a mandate from either the president or the prime minister of Russia."
