(AHN) - President Barack Obama marks his first 100 days in office on Wednesday with his third press conference and polls saying he has one of the highest first quarter approval ratings in the nation's history. Obama is scheduled to address the nation at his second press conference at 8:00 pm ET from the White House. He will be facing many questions as concerns rise about a swine flu outbreak that has crossed borders and continents, a landmark climate change bill that has the full backing of former President Al Gore but that the GOP says will impose a national energy tax though a cap-and-trade emissions system, and a 2010 budget plan that hasn't won over even centrist Republicans. His administration is also in the middle of assisting automakers who are working to revise their required restructuring plans, and of implementing several Treasury programs including buying up toxic assets and bad mortgages from banks by partnering with private investors. A new CBS/NYT poll says the President has a 68 percent approval rating for his first hundred days, the highest since 1953. His last two predecessors had lower ratings; former President George W. Bush had 56 percent while former President Bill Clinton had 49 percent. However, the President's support among Republicans is less than one-third, and one in two Americans do not think he has made progress in cutting taxes for the middle class. Pew Research Center has similar findings, saying Obama's 63 percent approval rating in their poll is higher than immediate past presidents. One significant finding is that despite the partisan support for the President - 93 percent of Democrats but only 30 percent of the GOP approve of his performance - his "personal popularity" crosses party lines. "Fully 73 percent of Americans -- including as many as 46 percent of Republicans -- hold a favorable view of Obama as a person. Fewer people held favorable impressions of George W. Bush (61 percent) and Bill Clinton (60 percent) early in their first years," Pew Research said. In addition, Obama has stronger approval ratings on foreign policy and terrorism, than on healthcare reform and tax policy. During the presidential campaign, polls had generally found the opposite, with more Americans confident about his plans for the economy than his national security agenda. Gallup's first quarter report card for the President is a 63 percent average rating, which it says is the highest since Jimmy Carter averaged 69 percent in 1977. The pollster had surveyed the President's job approval 81 times since his inauguration, and the highest rating was a 69 percent in January while the lowest was a 59 percent just before March. The White House has been modest in its self-assessment. Press Secretary Robert Gibbs said in a Monday press briefing he would give the administration a B-plus. "I think there's always room for improvement," Gibbs said. "But I think the President and the administration are pleased with what has been done in the first 100 days if you look at restarting -- restarting credit flowing, increased financial stability, the passage of a recovery and reinvestment plan." "But as I've also said, I think the American people are less likely to spend a lot of time sitting around Wednesday judging what we've done in our first 100 days, and are more concerned with what we're going to do each and every day going forward to continue the progress that we started in the first part of this administration," he added. Obama had moved quickly in his first weeks in office in marked contrast to Bush, signing a landmark bill giving workers more time to make pay discrimination complaints, called the Lilly Ledbetter Fair Pay Act, and issuing executive orders closing the U.S. prison camp in Guantanamo Bay and banning waterboarding. He also overturned several key Bush decisions such as the sale of federal land near parks to energy companies and ordering the Environmental Protection Agency to reconsider a decision for states to be allowed to set tougher emissions standards. A $787 billion economic stimulus package that was passed in February with little GOP support is perhaps the only significant action by Obama that in some ways resembles another one by his predecessor. Bush had lobbied hard especially among those of his own party - and hosted a White House meeting that ended in a "shouting match" - to pass a $700 billion financial bailout program, or Troubled Asset Relief Program (TARP), last October.
