Italy, Russia agree on security, energy

Russian President Dmitry Medvedev (L) shakes hands with Pope Benedict XVI in Vatican City. Russia and the Vatican have established full diplomatic relations ending longstanding tensions, the Kremlin announced.
ROME (AFP) - – The leaders of Russia and Italy announced Thursday support for the US strategy against extremists in Afghanistan during a summit which also saw key gas and aviation accords signed between the two nations.
Russian President Dmitri Medvedev said at a press conference with Italy's Prime Minister Silvio Berlusconi that Moscow was ready to support the plan for Afghanistan where an international force is tackling Islamists.
Hours later Italy's government announced it was set to send 1,000 extra soldiers in 2010 to an international force of nearly 40 nations battling the Taliban and other militants.
US President Barack Obama unveiled Tuesday plans to deploy 30,000 US extra troops to the Afghan conflict, with Washington pushing its European allies to also stump more soldiers for a new push against the resurgent militants.
Moscow has refused to send troops to Afghanistan, where a 10-year Soviet invasion was defeated in 1989.
But Medvedev said Russia was willing to support the new strategy.
"We are ready to support these efforts, guarantee the transit (of troops), take part in economic projects and train police and the military," Medvedev said.
Moscow and Washington reached an agreement in July allowing the United States to launch up to 4,500 US flights a year over Russia, opening a major supply route for American operations in Afghanistan.
Berlusconi, speaking before his government's troop announcement, reiterated Italy's support for Afghanistan, including a "rebirth" of its economy which is heavily influenced by an illegal drugs trade.
Berlusconi also saluted Medvedev's proposal for a new European security plan that is intended to end Cold War mentalities.
NATO foreign ministers are due to discuss the plan in Brussels on Friday.
"My government and I strongly appreciate this initiative," the Italian prime minister said.
Among 18 agreements signed during the summit was one between Italian energy group ENI and Russian partner Gazprom authorising French firm EDF to join the South Stream gas pipeline project.
ENI said in a statement that the conditions of EDF's participation in the project would be defined in the next few months.
The 20-billion-euro (30-billion-dollar) pipeline should be completed by 2015 and will run under the Black Sea to Bulgaria, Serbia and Hungary before branching out to western Europe.
South Stream would ensure energy security for Europe, Medvedev said. It would also enable gas to avoid "the difficult situation in Ukraine", he said.
Italian aviation company Alitalia and Russia's Aeroflot used the summit to sign their own accord on establishing a commercial partnership and supporting each other's markets, they said in a statement.
The meeting, which brought together 24 ministers from both countries, was held in the lavish Villa Madama, a palace in the hills over Rome.
Medvedev later met Pope Benedict XVI with the Kremlin announcing afterwards that Russia and the Vatican had established full diplomatic relations, ending longstanding tensions.
Relations between the Vatican and the Russian Orthodox Church have been tense for centuries, and were again strained in recent years by Orthodox accusations of Catholic proselytizing in post-Soviet Russia.
