Daniel Inouye has been sworn in as the Senate's president pro tempore, succeeding Robert Byrd two years after he similarly took the helm of the powerful Appropriations Committee from the late senator. Inouye, 85, of Hawaii, became third in line to succeed the president after being elected in a resolution that passed by unanimous consent. The role of president pro tempore is given to the lawmaker in the majority party with the most seniority. Inouye is the second longest-serving senator in the nation after Byrd, and he is seeking a ninth term in November. He became chair of the Appropriations Committee in late 2008, after Byrd stepped down and amid reports that Democratic leaders were looking to replace Byrd because of his failing health. Under the Presidential Succession Act of 1947, the president pro tempore is third in line to succeed the president, following the vice president and the speaker of the House of Representatives. The Secretary of State and the Treasury Secretary rank fourth and fifth in the line of succession. Inouye is not the oldest member of the Senate. Sen. Frank Lautenberg (D-NJ) is a year older and has inherited that title from Byrd. But unlike Byrd and Lautenberg, who underwent treatment this year for cancer of the stomach, Inouye has not suffered any major health problems. Byrd, 92, died early Monday after being in and out of hospitals for more than a year. Regarded as a master in parliamentary procedure, his colorful career spanned 11 U.S. presidents and a record as a local Ku Klux Klan leader who later denounced his racist past to get a perfect approval rating from the National Association for the Advancement of Colored People.
