ADVERTISEMENT The move _ rejected by the main opposition party, which warned of street protests _ threatened to worsen relations between the military and the coalition government led by former Maoist rebels. It was unclear, however, if the prime minister has the power to unilaterally fire the military chief. Prime Minister Pushpa Kamal Dahal, a former rebel leader turned politician, has held a protracted struggle with the army over its refusal to integrate former rebel units into its ranks as required by a U.N.-brokered peace agreement. Dahal has accused army chief Rookmangud Katawal of ignoring government orders by refusing to stop recruiting soldiers, boycotting last month's national games, and allowing eight army generals whose tenures were not extended by the government to continue working. Information Minister Krishna Bahadur Mahara told reporters the prime minister announced Katawal's removal after calling a special Cabinet meeting Sunday. "The army chief was removed because he failed to give a satisfactory explanation on why the government orders were ignored," Mahara said. The army's second in command, Kul Bahadur Khadka, has been appointed acting army chief, he said. Most political parties in the coalition government walked out of the Cabinet meeting in protest, and the main opposition Nepali Congress party warned of street protests. "We have been insisting that the decision on the army chief should be taken through consensus among all political parties but the prime minister decided to ignore us. We walked out of the Cabinet meeting in protest," said Deputy Prime Minister Bamdev Gautam, who represents the Communist Party of Nepal (United Marxist Leninist), another party in the coalition government. The army _ which was controlled by Nepal's king before the monarchy was abolished last year _ is officially under the command of the president, who is a member of the Nepali Congress party. But legal procedures for removing the head of the army are unclear because Nepal's constitution is still being rewritten. The Maoists gave up their 10-year armed rebellion in 2006 and joined a peace process. They confined their fighters in U.N.-monitored camps and locked up their weapons. They joined elections last year and emerged as Nepal's largest political party.
