Ozawa, a scandal-tainted former leader of the ruling centre-left Democratic Party of Japan (DPJ), said he would seek the post again in a September 14 party election, launching an effective bid to lead the nation. A major DPJ faction leader and veteran of backroom politics dubbed the "Shadow Shogun", 68-year-old Ozawa first said last week that he sought to oust Kan, ahead of the candidates' formal announcements due this Wednesday. Former premier Yukio Hatoyama had since tried to mediate between the two men to prevent a damaging split at a time when the government faces a host of challenges, foremost among them to revive a stalling economic recovery. Kan, 63, calling for "party unity", had reportedly sought to persuade Ozawa to drop his bid, but the two failed to avoid a clash that spells more instability for the year-old government. Ozawa told a news conference after their meeting: "With support from many colleagues, I have decided to run in the party leadership election." "I am of humble ability and not worthy of the post. But with the help of so many people, I wish to go to the election squarely and properly." Kan, a one-time leftist activist who now stresses fiscal belt-tightening, told the DPJ lawmakers supporting him: "This election is not merely to pick a president of the DPJ but to select Japan's next prime minister. "I would like you to reflect the people's voice on which candidate is adequate to be the next prime minister... It is my mission to change the way of Japanese politics and government." The DPJ in a historic electoral landslide a year ago ended more than half a century of nearly unbroken conservative rule, promising to dismantle the post-war order and put people ahead of companies and the bureaucracy. Ozawa was seen as the architect of the election win who hand-picked many candidates and designed key policy pledges, and he still commands the loyalty of many rookie members who owe their political lives to him. But he has also become a liability with voters over political funding scandals in which several of his aides have been indicted. A Kyodo survey last weekend showed nearly 70 percent of respondents would back Kan in the election, which will however be decided mainly by DPJ lawmakers, with party lay members getting a minority share of the vote. Prosecutors have decided not to take Ozawa to court, but an official judicial review panel is still studying some claims against him and may yet decide to force prosecutors to build a criminal case. As prime minister he would enjoy immunity from prosecution. Ozawa resigned from the party leadership over a year ago over one scandal, and stepped down again as the DPJ's number two in June this year over another, on the same day Hatoyama resigned as premier. Kan took over as party chief and premier in June, snubbing Ozawa and signalling a break with the powerbroker, but he was quickly weakened when his party lost its majority in an upper house election rout the following month. Ozawa has been harshly critical of Kan for suggesting a consumption tax hike and fiscal austerity to reduce Japan's huge public deficit. If Ozawa were to win the DPJ leadership race, he would almost certainly be voted in by parliament as Japan's third premier in one year and the sixth since September 2006 -- perpetuating Japan's years of "revolving-door leadership".
