They are former British Columbia Premier Gordon Campbell and ex-Newfoundland and Labrador Premier Danny Williams. On the lower end of the list are the current premiers of Ontario and Quebec, Dalton McGuinty and Jean Charest. Fraser Institute based its ranking on scores obtained by the 10 provincial premiers on spending, taxes, debt and deficits from the time they sat as premiers until fiscal year 2010-11. Campbell, who quit in March 2011 over the unpopular harmonized sales tax, had the highest score at 83.1. Williams, who retired from politics in November 2010, was second place with a 72.9 score. Charest, who was the subject of an online ouster petition a few months ago, placed sixth with a 45.5 score. McGuinty, who is seeking reelection in October, was ninth ranked because of his 34 score. The HST led Campbell to quit his post as BC premier which he had held for nine years. BC residents eventually rejected the HST last month, which would require the province to cut spending in the next few years. BC Finance Minister Kevin Falcon estimated the cost of returning to the old sales taxation system would reach $2.3 billion spread over three years.
