The surveys come as the centre-left leader campaigns for upper house polls Sunday in which his Democratic Party of Japan will seek a majority in the parliamentary chamber to prevent policy gridlock. The Asahi Shimbun said its weekend survey found that the month-old government's approval rating nosedived to 39 percent, from 48 percent just a week ago and 60 percent immediately after Kan took office. The disapproval rating jumped to 40 percent, up from 29 percent a week ago and doubling from a month ago, the influential newspaper said. A separate poll by the top-selling Yomiuri Shimbun found the approval rating at 45 percent, down from 50 percent a week ago and 64 percent a month ago. The disapproval rating rose to 39 percent, up from 37 percent a week ago, and 25 percent from a month ago, the Yomiuri said. The sharp change in voter sentiment comes as lawmakers stress the need to increase the five-percent consumption tax, the newspapers said. But the figures also mirror fickle public opinion about Kan's four predecessors, who became prime ministers with high approval ratings but all left the job within about a year or less with poor public support. Kan has pledged an ambitious overhaul of public finances to reduce the country's massive public debt, which is nearing 200 percent of GDP. The 63-year-old, who has called for non-partisan discussion over a possible consumption tax hike, said he would "take note" of an opposition party proposal to increase the levy to possibly 10 percent. In the Yomiuri survey, 65 percent of poll participants said they believed a consumption tax hike is necessary to improve Japan's fiscal condition and to pay for increasing social security cost. But 89 percent said Kan had not offered a persuasive argument for such a step, the Yomiuri said. In the Asahi survey, 48 percent of those polled disagreed with a raise in the consumption tax, up from 44 percent, while 39 percent approved of it, down from 49 percent. Both polls were conducted over the weekend, receiving just over 1,000 responses.
