ADVERTISEMENT In a press conference held after he announced his candidacy to the 300-strong election committee, Macau's former secretary for social and cultural affairs said his work in the government had nothing to do with land grants. "My work in the government never touched on the granting of land," he said. "From the moment I took part in the chief executive election, I have strictly followed the law and the regulations. I do not have any company registrations." He vowed to lead a clean and transparent government after the election to succeed the current chief executive Edmund Ho. Hong Kong media reported Saturday that a company associated with Chui Sai-cheong -- the candidate's elder brother and a Macau lawmaker -- bought public land in 2006 that property consultants said was sold at below market price. The South China Morning Post reported that at the time, Chui was head of the Macau Government Tourist Office, which supported the deal. The 100,000 square metre site was to be developed into a theme park with a four-star hotel but has remained vacant, the newspaper said. If construction does not begin within three years the government can legally take the site back -- but it has not done so, it added. Chui's brother told broadcaster Cable TV on Friday that everything he did was in accordance with the law. Macau, a former Portuguese colony of 550,000 people, was returned to Chinese rule in 1999 and runs a separate legal system from the mainland. In a similar electoral system to neighbouring Hong Kong's, its chief executive is not chosen by universal suffrage but by the mainly Beijing-friendly election committee. Eva Loh, Chui's deputy campaign manager, said last month that Chui, who is from one of the richest families in Macau, had secured the backing of 286 out of the 300 committee members. Any opponent would have to get at least 50 members of the committee to back them, so Chui's position is unassailable if it is reflected in the vote, to be held on July 26. Chui on Saturday refused to comment on criticisms that the election system has failed to give Macau citizens a chance to choose their leader. "I respect the election system. As a candidate, I am not in a position to comment on the issue over the number of candidates in this election," he said. Macau is the only place on Chinese soil where casino gambling is allowed. Since its gaming market was liberalised in 2002, it has overtaken Las Vegas and Atlantic City combined in terms of gaming revenue as gleaming foreign and locally-owned resorts have sprung up. The city has become particularly sensitive to corruption allegations against senior government officials after former minister Ao Man-long was arrested for numerous counts of money-laundering and bribe-taking in 2006. Ao amassed a personal fortune of more than 100 million US dollars in his seven years in office -- 57 times his family's income during that time -- by taking payments from contractors in return for giving them approval for construction projects in Macau. He jailed in April by Macau's highest court for 28-and-a-half years.
