Since then, it has been the object of political, legal and archeological wrangling over what will replace it. The latest scuffle occurred this week when Arab diplomats conducted what Israel says was a diplomatic ambush at an annual meeting of the United Nations Educational, Scientific and Cultural Organization (UNESCO), which accepted a petition by Jordan and other Arab states condemning Israeli construction plans for the Mughrabi Gate. The UNESCO decision, which has not been formally published and is still subject to change, took place at a conference in Paris. The ramp – a purely utilitarian structure but one abutting sites holy to Judaism and Islam – is one a handful of Israeli archeological and construction projects that risk becoming a flashpoint. In recent years, the contest for control of Jerusalem has centered on Israelis acquiring property and moving into neighborhoods in the eastern half of the city that Israel seized in the 1967 Six Day War. But controversy over Jerusalem’s holy sites in the past has provided the platform for violence, notably in 1996 when Israel opened tunnels under the Western Wall; and in 2000 when then-Prime Minister Ariel Sharon made a visit to the Temple Mount. “On the Palestinian side, there is a greater focus now on other issues [than holy sites], but the situation is fairly tense and a renewal of popular mobilization is possible,” Nathan Brown, a Middle East expert at George Washington University in the U.S., told The Media Line. “A spark in Jerusalem setting off a broader set of clashes is possible.” Peace talks between Israel and the Palestinians have been on hold since the end of 2008 and U.S. efforts to restart them have so far failed. Some analysts say that a Palestinian drive to win United Nations recognition of independence may fuel Palestinian frustration and the possibility of a so-called Third Intifada against Israeli rule in the West Bank and Jerusalem. Israel wants to keep the entire city united as its capital while Palestinians aspire to rule over its eastern half as the capital of their future state. As the only entrance to the Temple Mount/Haram Al-Sharif to which Israel has direct control, the Mughrabi Gate and access is a sensitive subject. Israel constructed a temporary wooden bridge to the gate a year after the ramp was washed out, but it wants to replace it with a bigger, permanent structure. That worries the Palestinians as well as Jordan, which ruled east Jerusalem until 1967 and still retains a voice in the city’s affairs. Israel began an abortive effort to build a new bridge in 2007, but worked quickly stopped. The structure would have created a longer ramp with an easier incline to ascend, wide enough and strong enough not only to carry people but vehicles that the Israeli police say they may need to quell disturbances that have broken out in the past on top of the Temple Mount/Haram Al-Sharif. UNESCO devotes time at its annual World Heritage Committee meetings to Jerusalem and Mughrabi. Until this year, the committee, which is a technical body, succeeded in reaching a consensus decision. “UNESCO has been trying to come up with a design that would please everyone, which would lead to a technical discussion, designs, and maintain the integrity of the site,” said an official familiar with the talks. This year, according to Nimrod Barkan, Israel’s ambassador to UNESCO, Jordan had finally consented to the Israeli bridge plan, but behind Jerusalem’s back it changed sides and joined a statement by other Arab countries critical of Israel. He told the Ha’aretz daily that Jordan “lied” about its position to Israel. Neither Barkan nor Jordanian Foreign Ministry Spokesman Mohammad Kayed responded to telephone calls from The Media Line. Yigal Palmor, a spokesman for Israel’s Foreign Ministry, declined to elaborate. “The diplomatic process that might lead to a resolution on Jerusalem and its antiquities at UNESCO is still taking place, so we prefer to withhold public comments for now. Suffice it to say that we believe UNESCO should acknowledge our permanent efforts to work in a spirit of cooperation,” Palmor said in an e-mail. Yitzhak Reiter, an expert on conflict in holy places who is affiliated with Israel’s Jerusalem Institute for Israel Studies and the Ashkelon Academic College, said he believed the main impetus in Israel for building a “grander” bridge is simply to create more room for worshippers at the Western Wall. Prime Minister Binyamin Netanyahu faces competing pressures from experts who say the planned bridge is unnecessary; and nationalist and religious figures who back it. Nevertheless, Reiter says, he understands Muslim worries. “If Israel builds a bigger bridge, it will make it easier for Israelis to enter the Haram area. For Palestinians, it’s a sign of control and occupation,” he told The Media Line. The Mughrabi bridge isn’t the only construction occurring or slated to occur in religiously sensitive areas. Israel is putting the finishing touches on a network of tunnels that run from the Western Wall, under the walls of the Old City and into the Palestinian neighborhood of Silwan. Known as the City of David, it lies atop ruins dating from Biblical times. Another project calls for constructing offices for the chief rabbi of the Western Wall as well as an emergency medical clinic and police station at the north end of the Western Wall Plaza. That would entail digging down two stories and adding one more above on a site adjacent to the Temple Mount. Israel has its complaints about Palestinian behavior as well. The Wakf – the Muslim Trust that controls the Temple Mount/Haram Al-Sharif -- upset the Israeli government and archeologists in the 1990s by excavating two underground prayer halls without taking proper precautions that artifacts in the historically rich area aren’t lost or destroyed. The problem continues now, albeit on a smaller scale, said Reiter of the Jerusalem Institute. Reiter said Israeli authorities could help assuage Arab concerns by bringing them into the planning process. In at least one case in the past, the Jordanian government hired an attorney to represent it before city officials in a dispute. But Brown of George Washington University said he is skeptical. “Absent a broader political framework, it is difficult to imagine any constructive dialogue,” he said in an e-mail. “The mistrust is so deep that any change is likely to be viewed as illegitimate and viewed with tremendous suspicion.” Republish Email Facebook Digg Twitter Buzz Up!
