The precautions were put in place Wednesday for both former and current senior officials of the ministry. Metal detectors were installed at the ministry, and officials' names were removed from its Web page. Police said Thursday they suspect two separate stabbing attacks are linked. Takehiko Yamaguchi, 66, a former ministry bureaucrat, and his wife Michiko, 61, were found dead Tuesday near the doorway of their home in a tranquil middle-class Tokyo suburb after being stabbed repeatedly, police said. Hours later, the 72-year-old wife of a former vice health minister was stabbed and wounded at their Tokyo home by a man posing as a package delivery boy. Her husband, Kenji Yoshihara, was not home at the time, but on the way to the hospital, she said he may be in danger, according to Japanese media reports. Both of the targeted officials were retired vice health ministers who were key figures in revamping Japan's pension system 20 years ago. Last year, the scandal surfaced when it was discovered that an estimated 50 million pensions were not properly matched up with their owners in ministry records, either because of massive bureaucratic incompetence or corruption. Another 14 million cases were never even entered into the government's computer system. Public outrage has been growing over the scandal. Of the 50 million accounts, the government said in September it had matched 30 million with their rightful owners, leaving another 20 million still unresolved. Disenchantment over the pension fiasco helped drive then-Prime Minister Shinzo Abe from office in September 2007 and also plagued the administration of Abe's successor, Yasuo Fukuda, who abruptly quit in September this year. The government is still scrambling to match some of the millions of missing pension records with citizens, some of whom paid large portions of their income over many years and were counting on stable pension checks after retirement. No one has been arrested in the attacks, and it is still unclear whether the attacker was the same in both cases. But police suspect the two attacks are linked, given that they were both multiple stabbings using a knife, the attacker had feigned a delivery, as well as the victims' backgrounds. At both sites, the attacker fled, leaving bloody footprints for about 50 yards, possibly to a getaway car, according to Japanese media reports. The emperor and empress canceled a planned trip, the Imperial Household Agency said. And TV news commentators were urging an unguarded Japanese public to be careful when opening doors for deliveries. Former Nagasaki Mayor Hitoshi Motoshima said the perpetrator was appealing to public frustrations over the pension mess. "But it's out of the question to resort to violence in venting dissatisfaction about health policies," Motoshima wrote in Thursday's nationally circulated Asahi newspaper. Japan has a history of attacks against politicians by extremists. In 1995, Takaji Kunimatsu, then a police chief, was shot by a gunman suspected of links to a doomsday cult he was investigating. The culprit was never caught. Kunimatsu was seriously wounded but survived. Last year, Iccho Ito, mayor of the southwestern city of Nagasaki, was fatally shot at close range while campaigning on the streets for re-election. A 60-year-old man who police said was a gang member was arrested at the scene. He was tried and sentenced to death.
