ADVERTISEMENT Koksal Toptan's comments, the latest by a Turkish politician backing a trial of past army plotters, underscore the waning influence of Turkey's generals in the European Union candidate nation. Last week, members of the ruling AK Party and the main opposition CHP Party, which traditionally sides with the military, held talks to discuss reforming an article in the constitution that bans prosecuting leaders of the coup. "Such an article should not be in the constitution and it is beneficial to remove it," Koksal told reporters. "It does not belong in a modern constitution." Such talk would have been unthinkable a few years ago in Turkey where the military has ousted four governments in the past 50 years and regards itself as the ultimate guardian of the republic. But reforms aimed at meeting EU membership criteria have clipped the wings of the military. Legislation passed early on Saturday allows civilian courts to try members of the army accused of threats to national security, constitutional violations and attempts to topple the government. Turkey's military, with 600,000 members, is the second largest force in NATO after the U.S.. Germany, with a bigger population, has armed forces totalling 250,000. Prime Minister Tayyip Erdogan and the military's top commander, General Ilker Basbug, held talks Monday against a backdrop of tensions between the army and the government. The ruling AK Party, which has Islamist roots, is at odds with the military over an alleged document outlining a purported plan to undermine the government. Erdogan and Basbug hold regular meetings every Thursday. Officials said the two met Monday because Erdogan was in Brussels Thursday. No details of the talks emerged. A military prosecutor said last week there was no evidence to investigate an officer accused of drafting the plot document, published by a liberal daily this month. Basbug has said such a plot is a smear campaign to divide the armed forces. An Istanbul court began hearing a separate case last year against a network known as Ergenekon, that is accused of planning bomb attacks and assassinations to trigger an army takeover. Several retired and serving officers have been detained but the General Staff denies any link with Ergenekon.
