ADVERTISEMENT Mexico's top federal police officer, Genaro Garcia Luna, escorted Clinton around the site in southwest Mexico City, showing how the country, with US support, is building a modern police force capable of taking on organized crime. Garcia Luna showed off US-built Blackhawk helicopters used to battle drug cartels, then accompanied Clinton in watching a police hostage rescue exercise on a disabled passenger airplane. "We have acquired the best equipment to fight organized crime. We are prepared and believe that the results will be seen soon," said Captain Eduardo Larif, who joined Garcia Luna in escorting Clinton. The drug wars that have left 6,300 people dead in Mexico since 2008, and has spilled over the northern border into the United States in the form of kidnappings and other violence. Mexico has long complained its police force is often outgunned by drug dealers armed with firearms purchased in the United States and smuggled into Mexico. In an interview with NBC television late Wednesday Clinton called letting a previous US ban on the sale of assault weapons expire "a mistake." "I think these assault weapons, these military style weapons, don't belong on anyone's street," said Clinton who pushed for the ban as a New York senator. "During the time period from 1994 to 2004, when the ban was in effect, our police in America were able to drive crime down because they didn't have to worry about these assault weapons getting into the hands of criminals and gang members," the chief US diplomat said. "So we will make the case that we need to put more teeth in the law, try to prohibit the sale outside of our borders of these guns," Clinton said. But, she acknowledged, a move to renew the ban would draw strong opposition in Congress. Clinton on Thursday also visited the Basilica of Guadalupe, one of the most important religious shrines in the Americas. The site is visited by millions of pious Catholics each year. She then traveled to the northern Mexican industrial city of Monterrey. Clinton vowed Wednesday that Washington would stand by Mexico in its fight against drug cartels. "The criminals and kingpins spreading violence are trying to corrode the foundations of law, order, friendship and trust between us and that support our continent," she said, standing next to her Mexican counterpart Patricia Espinosa. "We will stand shoulder to shoulder with you," said Clinton. After a private meeting with Clinton late Wednesday at the official Los Pinos residence, President Felipe Calderon praised the "first steps in terms of co-responsibility between the two countries in the fight against organized crime," according to a statement from Calderon's office. Analysts say the Obama strategy represents a break from the administration of George W. Bush, which offered to help Mexico fight the scourge even though it largely viewed it as a Mexican problem. Bush "basically walked away from co-responsibility" in the war on drugs to focus on Iraq and Afghanistan, said Bruce Bagley, a drug trade expert at the University of Miami. Hopefully Clinton's acknowledgement that the United States must share responsibility "will have policy implications, not just be a mea culpa." Bagley said more money has to be spent on drug prevention, treatment and rehabilitation programs in the United States, which he says "are clearly" more effective than interdiction in cutting the demand for drugs. Controlling the flow of US firearms entering Mexico is also essential. It is illegal to exports guns to Mexico, but US authorities rarely check vehicles or trains traveling across their joint border into Mexico. "We can do a lot to help Mexico by controlling what is illegal in the United States," Bagley said. Clinton announced Washington was to give Mexico 80 million dollars to buy US-made Blackhawk helicopters to bolster its armory against drug-traffickers who control most of South America's multi-billion-dollar cocaine trade.
