ADVERTISEMENT "At the start of this year, most WTO members appeared to have successfully kept (protectionist) pressures under control.... Since then, there has been significant slippage," the WTO said in a report obtained by AFP. "There have been increases in tariffs, new non-tariff measures and more resort to trade defence measures such as anti-dumping actions." Speaking in Brussels, WTO chief Pascal Lamy said that the slippage was not of "high intensity" and that most of the WTO's 153-member states respected trade rules. However, these established rules offer trading nations "a margin of flexibility which they have a tendency to use under the pressure of domestic protectionism," he said. Lamy added that he would ask leaders of the Group of 20 industrialised and emerging nations meeting in London next week to keep resisting protectionist pressures and to push for the conclusion of a global trade liberalisation pact. Such a trade deal is the "only bit of blue sky for developing countries on this planet," he said. The WTO report is the second in a series examining the impact of the economic crisis on trade. It is aimed at fuelling discussions on trade issues during the G20 summit in London next week. An earlier report published late January found that countries had mostly resisted protectionist pressures. But in its latest version, the WTO said that the situation has deteriorated since, with governments moving to prop up ailing industries. In one example, it cited the footwear industry, listing Argentina, Brazil and Canada for launching anti-dumping probes on shoe imports from Vietnam or China. The EU was also listed for continuing to impose anti-dumping duties on leather shoes from China and Vietnam. Such anti-dumping probes may be compliant with trade rules, said Lamy, but "if you do five anti-dumping investigations this year and next year you do 15 procedures... it would be an obstacle to trade." Some stimulus packages introduced to tackle the economic and financial crisis include elements that are biased towards domestic goods and services, the WTO added. While the trade body felt that the move towards greater protectionism was "not out of line" with trends in previous economic downturns, it said that "risks" to open trade policies are increasing. It expressed fear that governments would give in to protectionist pressures if economic conditions deteriorated and that temporary measures enacted to fight the crisis could create a legacy of uncompetitive industries and sectors. These could in turn continue to generate protectionist pressures even after global economic recovery. Citing financial services in particular, the WTO said government intervention to prop up banks could lead to uncompetitive institutions being kept solvent at the expense of foreign competitors. With governments having a say in banks' operations, financing decisions could also be made based on national interests rather than commercial viability, warned the WTO. "One such channel is through the provision of trade finance on beneficial terms to national exporters," it said. Without judging if the steps taken helped or hindered trade, the WTO listed Argentina, Brazil, Canada, China, the EU, India, Indonesia, Japan, South Korea and the US among economies that have altered trade measures between last September and March.
