WELLINGTON, April 9 - New Zealand's housing market showed signs of bottoming out in March, with prices and sales rising for a second consecutive month, but analysts said the broader bleak economic outlook backed the case for further rate cuts.
The Real Estate Institute of New Zealand said on Thursday sales by the group's members rose 28 percent on February and by 30.5 percent on a year ago, while the national median house price gained 1.5 percent from the previous month. [ID:nWEL000878]
Earlier, government agency Quotable Value said property values fell 9.3 percent in the 12 months to March from a 8.9 percent decline in the year through February although market activity was continuing to improve and prices were settling in many regions. [ID:nWEL492958]
But analysts were unconvinced that this would lead to a strong recovery.
"We still wonder if this is more in a nature of a catch-up rather than the start of a genuine recovery," said Bank of New Zealand senior economist Craig Ebert.
New Zealand is in its longest recession in more than 30 years, and the contraction is expected to last through much of 2009, suggesting more help would be needed to stimulate the economy.
The Reserve Bank of New Zealand has cut its official cash rate by a total of 525 basis points to a record low 3 percent since last July.
The latest Reuters poll has 8 of 11 economists expecting a cut of 50 basis points at the next meeting on April 30, with three expecting a 25-basis-point cut.
Banks have responded to the RBNZ's rate cuts by lowering lending rates, and a surge in demand to lock in lower fixed mortgage rates has seen a spike in housing loans in recent weeks.
"The indications are that there is renewed interest in the real estate market stimulated by the drop in interest rates and the affordability of properties," REINZ President Mike Elford said in a statement.
Partial retail data also showed a second monthly lift in electronic card retail sales in March, with seasonally adjusted sales up 0.3 percent. [ID:nWEL466584]
But economists said the economy is expected to sink deeper into recession following an influential survey this week.
The NZ Institute of Economic Research said in its quarterly survey that business confidence had worsened to a 35-year low in the first quarter, with firms planning to cut investment and shed staff. [ID:nWEL425392]
"We expect the RBNZ to cut the OCR by 50 basis points in April, in order to offset recent upward pressure on market interest rates and in recognition of the ongoing deteriorating in the business sector," said ASB chief economist Nick Tuffley.
RBNZ Governor Alan Bollard signalled last month that the easing cycle was near an end, saying there was not much room for further rate cuts.
His comments lead to a steep selloff in the swaps market, which in turn saw the five-year government bond yield soar 80 basis points in just two days last month.
