Report on Afghan election fraud released Monday: official
KABUL (AFP) - – Afghanistan's Electoral Complaints Commission (ECC) will release a report into widespread allegations of fraud in the country's presidential election later Monday, an official told AFP.
The report by the UN-backed commission is pivotal to a decision about whether Afghanistan can declare a new president or if the war-torn country must go to the polls for a second time.
"We are going public at 5:00 pm (1230 GMT)," ECC spokeswoman Nellika Little said.
The ECC is an oversight body charged with investigating fraud allegations that have plagued the August 20 vote.
It reports to the Independent Election Commission (IEC), a body appointed by President Hamid Karzai that will make the final announcement on the election's outcome.
Karzai leads preliminary results with around 55 percent of the vote, while his main rival, former foreign minister Abdullah Abdullah, has 28 percent.
The fraud investigations are expected to cut Karzai's lead, possibly triggering a run-off if his total falls below 50 percent.
The IEC denied on Monday that it had received the ECC report, with spokesman Abdul Rahim Nawakhtyar saying the commission expected to receive it later Monday.
However, an ECC source said the IEC was given the report on Sunday and had been involved in detailed discussions about how its results were reached.
Nawakhtyar said the IEC needed "a day or two" to examine the details of the ECC report -- which will include an order on cutting candidates' percentages based on the level of fraud detected -- before making an announcement.
"We think that we might be able to make an announcement by Wednesday," he said.
The IEC is widely regarded as pro-Karzai and diplomats in Kabul have said that its delaying tactics are aimed at giving the president more time to reach a deal with Abdullah, possibly on a power-sharing, that would avoid a run-off.
Patience among Afghanistan's international backers has been wearing thin as the political crisis has dragged on for two months, with Karzai coming under intense pressure to accept a run-off, officials and diplomats said.
Senior US officials have in recent days threatened that military and financial support for Afghanistan comes with strings attached, linking Karzai's cooperation to the deployment of more troops to fight his enemies.
US Senator John Kerry and senior White House advisor, chief of staff Rahm Emanuel, have both said it would be "irresponsible" to send more troops to Afghanistan before the election is resolved.
Obama is currently considering a request from his military commanders for another 40,000 troops to boost the more than 100,000 already in Afghanistan under US and NATO command to fight a Taliban insurgency.
