A police intelligence report obtained by reporters said the authorities had information of plots by Abu Sayyaf militants and the Maoist guerrilla group the New People's Army. "In particular, the Abu Sayyaf group... is allegedly poised to conduct kidnappings and bombings to disrupt the elections on May 10," the report said. The group is blamed for the country's deadliest attacks, including kidnappings in the south and a Manila Bay ferry bombing that killed more than 100 people in 2004. An unnamed local politician is also under surveillance amid reports he bought guns that he gave to the Muslim separatist group Moro Islamic Liberation Front (MILF), which also operates in the south, the report added. The NPA is also believed to have stepped up its extortion of candidates running for local posts, the police report said. "(NPA) terrorists are reportedly charging candidates as much as two million pesos (about 44,000 dollars) for permits that would allow them to campaign in areas they consider as strongholds," the report said. Police say that if candidates refuse to pay up, they risk being ambushed by NPA gunmen. In recent weeks, at least one candidate has had property and vehicles torched by guerrillas after he declined to pay. The election campaign goes into full swing on Friday when candidates for thousands of local posts are allowed to hit the hustings. Presidential candidates began stumping for votes on February 9. Police said at least 77 people have been killed in the run-up to the vote, including 57 who were massacred in November last year allegedly by a Muslim clan that was once allied to President Gloria Arroyo. About 189 people were killed in the last presidential election in 2004, regarded by the local press as the most violent in recent memory. In the latest incidents, a campaign worker for deposed president Joseph Estrada's party was wounded in an attack near Manila on Sunday, while a candidate for town mayor was wounded in an ambush near Pagbilao town, southeast of the capital.
