ROME (AFP) - – A public clash between Italian Prime Minister Silvio Berlusconi and his ally Gianfranco Fini revealed what many see as an irreparable rift that will weaken the government and may lead to early polls. A clip of the angry exchange between the premier and the speaker of parliament has been repeated endlessly on Italian television, prompting newspaper headlines such as "Rupture", "Total War" and "Live Clash." The spat took place during a meeting Thursday of Berlusconi's centre-right People of Freedom (PDL) party, which the pair set up two years ago. Fini, formerly head of the right-wing post-fascist National Alliance, has been a key ally of the billionaire media tycoon since he entered politics in 1994. In a rare public display of dissent from within the PDL, Fini said some in the party did "not fully agree" with the prime minister on many issues and threatened to form a faction within the party. Berlusconi immediately slammed Fini for taking a political stand while serving as speaker of the Chamber of Deputies and urged him to leave the post "if you want the freedom of your political positions." Turning up the volume, Berlusconi shouted, "Leave if you want to," prompting Fini to retort: "What are you doing, are you chasing me away?" While the two men have frequently quarrelled, "they've never come to such a point," said editorialist Ugo Magri of the daily La Stampa. Writing in Corriere della Sera, Massimo Franco said the two nearly came to blows. Fini has spoken out with increasing frequency against policies that he says have been dictated by the government's anti-immigration coalition partner the Northern League. A strong showing by the coalition in last month's regional elections left Fini "cornered, (and he has been) trying to create a new space for himself," political scientist Marco Tarchi told AFP. The coalition won six of the 13 regions at stake in the polls, wresting control of four from the centre-left despite flagging approval ratings reflected in a dismal turnout. The Northern League won 12.7 percent of the vote, an improvement over the 9.5 percent it obtained in 2008 general elections. And Northern League candidates won gubernatorial races in the key northern regions of Veneto and Piedmont, adding to the party's weight in the coalition. Stefano Folli of the financial daily Sole-24 Ore said Thursday's row meant the "birth of a new PDL where for the first time you can express disagreement out in the open" in a party used to adulating its leader and embracing the principle of unanimity. But other commentators say the rift is likely to solidify and start to impede government action, since as parliament speaker Fini influences its agenda and has a ready platform. Moreover, no provision exists for the removal of a parliament speaker. Ezio Mauro, editor-in-chief of the left-leaning daily La Repubblica, said he predicted Fini would "try to stay in the PDL... but he will have to leave sooner or later." Berlusconi, meanwhile, "will alternate between paternalism and the iron fist" for a period before "definitively breaking" with Fini and calling early elections, Mauro said. Fini appears increasingly marginalised on the right, not least after the delegates to Thursday's meeting voted by an overwhelming margin to bar the formation of internal factions. Tarchi described Fini's behaviour as "irrational," adding: "It's not clear where he wants to go." Some observers say Fini may be looking to form a centrist alliance with industrialist Luca Cordero di Montezemolo, who this week stepped down as head of the Fiat group, Catholic centrist Pier Ferdinando Casini and former centre-left stalwart Francesco Rutelli. "But that would really be too many cocks in the henhouse," said Tarchi, in an allusion to the formidable egos of all four figures.
