Iran's Foreign Minister Manouchehr Mottaki was to meet his Brazilian and Turkish counterparts, Celso Amorim and Ahmet Davutoglu, "to discuss... the Tehran Declaration about the fuel swap," his ministry's spokesman Ramin Mehmanparast was quoted as saying by ISNA news agency. A Turkish diplomat in Ankara, speaking to AFP on condition of anonymity, confirmed the three ministers would meet over lunch. "The agenda of the meeting will be nuclear issues. Its aim is to show that diplomatic initiatives are continuing" for a resolution of the international standoff over Tehran's controversial atomic drive, the diplomat added. The Istanbul meeting will be the first between the three sides since the UN Security Council imposed a fourth set of sanctions against Iran on June 9 over its controversial nuclear drive. Iran, Brazil and Turkey reached the so-called Tehran Declaration on May 17. Hailed by the three, the declaration stipulates Iran is ready to send 1,200 kilograms of its low-enriched uranium (LEU) to Turkey to be supplied at a later date with high-enriched uranium by Russia and France. But it was immediately cold-shouldered by world powers which went ahead and backed the fresh UN sanctions over Iran's refusal to halt its sensitive uranium enrichment programme. The deal was a counter-proposal by Iran to an October plan drafted by the UN atomic watchdog in Vienna that envisaged sending 1,200 kilos of Iran's LEU in exchange for high-enriched uranium for a Tehran research reactor. That plan became deadlocked, with each group insisting on conditions unacceptable to the other. The UN's International Atomic Energy Agency (IAEA) drafted its proposal in collaboration with Russia, France and the United States, the trio since known as the Vienna group. The group raised several questions regarding the Tehran Declaration, and Iran's atomic chief Ali Akbar Salehi said on Saturday that Tehran was prepared to answer them. "A response has been prepared and in the next two or three days it will be delivered to the Vienna group," he was quoted as saying by ISNA. Salehi said Iran's response was a "general response, but the technical response to their questions will be discussed probably in a meeting with the Vienna group." He did not specify when such a meeting might take place. Iran, meanwhile, is expected to commence talks with the six world powers -- Britain, China, France, Russia, the United States and Germany -- concerning its overall nuclear programme from September. Hardline President Mahmoud Ahmadinejad, under whose leadership Iran has aggressively pursued its nuclear programme, ordered a freeze on these talks until the end of August. The latest UN sanctions were followed by unilateral punitive measures from Washington, and on Thursday the European Union agreed on a package of punitive measures targeting Iran's energy sector. Western powers have demanded that Iran suspend uranium enrichment, fearing Tehran would use the material to make a nuclear bomb. Tehran says its atomic programme is peaceful. On Saturday, it announced it was conducting studies into building an experimental nuclear fusion reactor, which if successful would be the world's first. Salehi said an eight-million-dollar fund had also been set up to conduct "serious" research into nuclear fusion. Physicists worldwide are striving to develop a nuclear fusion power plant, a project which the IAEA terms "a great challenge."
