New York's main contract, light sweet crude for January delivery, gained 26 cents to 43.78 dollars a barrel on top of a 1.45-dollar gain Wednesday at the New York Mercantile Exchange, where the contract closed at 43.52 dollars. Brent North Sea crude for January rose 10 cents, to 42.50 dollars a barrel. The contract finished 87 cents higher at 42.40 dollars on Wednesday in London. Prices have "kind of stabilised... because of these incessant rounds of resuscitations that are being doled out to the world economy by central banks," said Dave Ernsberger, of global energy information provider Platts, in Singapore. Major industrialised economies, including the world's biggest energy consumer the United States, are in recession and have engaged in a series of interest rate cuts and other measures aimed at bolstering their financial and economic systems. South Korea's central bank on Thursday reduced its key interest rate to a record low in a bid to avert a steep downturn in Asia's fourth largest economy. Ernsberger said a side effect of such central bank moves has been a stabilisation of the oil market. "I would stress 'stabilise.' The momentum is still lower," he said. Investor concerns about the impact of a slowing global economy on energy demand have pulled oil prices down by about 70 percent from July peaks above 147 dollars. Prices traded near 40 dollars last Friday, at their lowest levels in nearly four years, as worse-than-expected jobs data in the United States raised the prospect of severe falls in energy demand. In what Ernsberger said could provide a "feel-good factor" for the market, the US House of Representatives on Wednesday approved a 15-billion-dollar government lifeline to the teetering US auto industry. The legislation, which would bring the most far-reaching intervention to US industry in years, still faces stiff Republican opposition in the Senate. Russia, the world's biggest oil producer, said Wednesday it would announce by December 17 proposals to reduce its oil output, signalling the country's readiness to cooperate with OPEC to prop up falling crude prices. The Organisation of the Petroleum Exporting Countries (OPEC), which produces about 40 percent of the world's crude oil, is expected to announce a further output cut next Wednesday. "OPEC has serious plans in relation to a reduction" in oil production quotas, Russia's Energy Minister Sergei Shmatko told reporters. "We are preparing our own proposals that we will announce no later than December 17." Ernsberger said the comments came as a surprise to many market watchers. Russia is not an OPEC member.
