ADVERTISEMENT India, which borders Nepal on three sides, has significant political and economic influence in its Himalayan neighbor and is its main source for oil and other supplies. Nepal trades the vast majority of its goods through India's land borders. The joint statement announcing the use of the port at Vishakhapatnam, in the southern state of Andhra Pradesh, was issued at the end of a weeklong visit to India by Nepalese Prime Minister Madhav Kumar Nepal. He met Indian President Pratibha Devisingh Patil, Prime Minister Manmohan Singh and other leaders. Until now, Nepal has been using the eastern Indian port of Calcutta for trade, but it has become crowded and Nepal has been looking for other outlets. The statement said Nepal has asked for access to a third port in the west, and India promised it would consider the request favorably. India and Nepal agreed last year to renegotiate and replace several old treaties, including a 1950 trade treaty that Nepal says gives India an outsized role in its affairs. The treaty covers the rights of Nepalese goods to enter the country and allows Nepalese citizens to live and work in India. The two countries also signed an agreement to check illegal smuggling of goods through their porous land border, the statement said. They decided to build two new border checkpoints and other infrastructure at a cost of 2 billion rupees ($41.6 million). The countries' commerce secretaries will meet within two months to discuss steps to promote trade, investment and industrialization in Nepal by removing trade barriers, the statement said. Nepal's prime minister took power in May after former Maoist rebel chief Pushpa Kamal Dahal resigned following a dispute with the country's president over the leadership of the country's army.
