Italy's embattled Berlusconi calls rally of support
ROME (AFP) - – Italian Prime Minister Silvio Berlusconi called Saturday for a rally of support ahead of parliamentary votes on his embattled government, as critics mocked its claim of a plot to destroy Italy's image.
Centre-right Berlusconi, who has been fighting off a series of scandals, called for a "big, big demonstration and a collection of signatures of support" in Rome on December 11 and 12.
He faces confidence votes in both the lower and upper houses of parliament on December 14 and, according to the Italian constitution, a loss in either house would force him to resign.
Berlusconi is believed to hold a majority in the upper house but only a minority in the lower house.
In a video message to his party, Berlusconi also criticised those he said were the source of an "unreasonable and irresponsible political crisis" paralysing public life.
It was an apparent reference to his ally turned rival, lower house speaker Gianfranco Fini who broke with their People for Liberty (PDL) coalition in July, with several ministers loyal to him later resigning from the government.
Berlusconi said parliamentarians who did not support his majority "would have to assume the responsibility of having betrayed the voters and they will carry all their lives the mark of this lack of loyalty".
The prime minister also said he would not be content with winning the confidence vote by a weak margin and in this case could resign, with President Giorgio Napolitano expected to call elections.
Italy did not need instability, he said, adding "a crisis of credibility could frighten the markets and international investors and lead us down the same road as Greece and Ireland".
Fini dismissed Berlusconi's statements as propaganda, saying that if he continued in such a vein "he will have neither the confidence (of parliament) or the anticipated elections because many parliamentarians would not want to vote".
The first betrayal "comes from those (Berlusconi) who qualified the PDL a pluralist party of the masses and of love", he said.
Berlusconi's popularity has plunged amid a series of scandals -- including over his role in a police inquiry of a 17-year-old nightclub dancer who said she attended his parties, and mountains of trash collecting around Naples.
His government's complaints Friday of a "strategy aiming to hurt Italy's image on the international stage" made headlines Saturday, as the opposition said it was a tactic to divert attention.
The government said this "strategy" included reporting on the Naples garbage crisis, Italy's fears of negative repercussions from documents to be released by WikiLeaks, and an enquiry into the Finmeccanica group.
However it instilled "firmness and determination to defend the national image and guardianship of the economic and political interests of the country", it said.
La Stampa newspaper mocked the "they-are-all-against-us" theory, saying that snowfalls announced for the weekend in northern Italy "were a mean manoeuvre by the meteorologists".
The opposition was scathing. "They are using the weapon of mass distraction to turn attention away from the incapacity of a majority that no longer exists," said Rosy Bindi, a Democratic Party leader.
"They are dangerous and pathetic," she said.
The "irresponsible theory of an international plot against Italy has made all the government offices around the world laugh," said Leoluca Orlando from the Italy of Values party.
"The government is trying to conjure up a ghostly external enemy to justify in the eyes of the citizens its most complete failure," he said.
