KABUL (AFP) - – Three US troops were among four killed in an aircraft crash in Afghanistan, the military said on Friday, in a fresh setback to foreign forces in the increasingly deadly fight with the Taliban. The US Air Force CV-22 Osprey, which takes off like a helicopter but flies like a plane, came down in Zabul province in the restive south of the country, where most of the fighting in the eight-year insurgency has been concentrated. "The cause of the crash is unknown at this time," NATO's International Security Assistance Force (ISAF) said in a statement after the Taliban claimed that they shot down the distinctive tilt-rotor aircraft near Qalat city. A civilian employee also died in Thursday night's crash -- the third in recent weeks involving a NATO helicopter -- while an unspecified number of service personnel were injured. Mohammad Jan Rasool Yar, spokesman for the governor of Zabul, said a technical fault caused the crash. Some 151 foreign troops have now died in Afghanistan this year, according to an AFP toll, with most deaths caused by improvised explosive devices (IEDs). Civilians are also caught up in roadside bomb attacks. Three people were killed and five wounded on Friday when their van hit an IED intended for US and Afghan forces in western Herat province, police said. The US military has said the increasingly sophisticated devices killed 322 coalition soldiers and wounded 1,813 in 2009 -- double the number in the previous 12 months. Eighty-one US and NATO troops were killed by IEDs between January and March this year, according to Pentagon figures. Lieutenant General Michael Oates, head of the Joint Improvised Explosive Device Defeat Organisation, told reporters in Washington he expected casualty rates to decline as new technology and more troops are sent to Afghanistan. The number of foreign troops in Afghanistan is expected to swell from 126,000 to 150,000 in the coming months, as part of a major offensive against the Taliban in the south. But the international community is also battling a war of words with Afghan President Hamid Karzai that has strained already fragile ties, as a major peace conference and key meeting with foreign diplomats loom in the weeks ahead. Karzai has caused consternation, particularly in Washington, for claiming that foreign powers orchestrated the massive fraud in last year's elections that returned him to power. He also said that US and NATO troops risked being seen as an occupying force, potentially legitimising the Taliban insurgency, and reportedly claimed that he would join the Taliban if lawmakers did not back his electoral reforms. Three US lawmakers on Thursday urged President Barack Obama to set a flexible timetable for withdrawing US forces from Afghanistan, questioning Karzai's suitability as a partner and his commitment to much-needed reforms. A planned military "surge" to tackle the insurgency is designed to bring a quick end to the conflict, which has been increasing in intensity since the US-led military action to oust the hardline Taliban from power in late 2001. NATO Secretary General Anders Fogh Rasmussen downplayed Karzai's remarks on Thursday, assessing that the Afghan leader had begun to implement anti-corruption and good governance measures demanded by foreign powers. He said in a speech at the University of Chicago that the spat was "quite natural in free democracies" and that cooperation with Karzai and the Afghan government was overall "very good".
