ShareThis April 8, 2010 4:41 p.m. EST Topics: politics, diplomacy, international relations, unrest, conflicts and war, weaponry, treaty, United States Tom Ramstack - AHN News Correspondent Washington, D.C., United States (AHN) - President Obama and Russian President Dmitri Medvedev signed a nuclear weapons control treaty Thursday in Prague, Czechoslovakia intended to reduce the nuclear arsenals of both countries by about one-third. The presidents also agreed to have their nuclear facilities inspected by the other country to ensure compliance with the treaty. While not fulfilling his goal of ridding the world of nuclear weapons, Obama described the new Strategic Arms Reduction Treaty (START) as a step in the right direction. “When the United States and Russia are not able to work together on big issues, it is not good for either of our nations, nor is it good for the world,” Obama said. “Together we have stopped the drift, and proven the benefits of cooperation. Today is an important milestone for nuclear security and nonproliferation, and for U.S.-Russia relations.” The new treaty Thursday renews the old START treaty signed by Russia and the United States in 1991. It expired in December, along with provisions that allowed each country to inspect the other’s nuclear facilities. The treaty also provided a break in the confrontational politics that have marked U.S.-Russian relations since the end of the Cold War. “No one stands to lose from this agreement,” Medvedev said. “I believe this is a typical feature of our cooperation. Both parties have won.” Obama used the treaty signing as another opportunity to criticize Iran for its refusal to abandon what he says is its nuclear arms development program. Obama said he expected the United Nations to approve “strong, tough sanctions” this spring against Iran for its violations of the international Non-Proliferation Treaty on nuclear weapons. Medvedev joined in the criticisms of Iran’s nuclear program by saying, “We cannot turn a blind eye to this.” However, he cautioned that any sanctions should avoid creating hardships on the Iranian people. Iranian President Mahmoud Ahmadinejad defied warnings from Obama this week when he said the United States was unable to do a “damn thing” to stop Iran’s uranium enrichment program. The Iranians say they are using the nuclear fuel only for power plants and medical treatments. Reports from defectors and intelligence sources indicate the Iranians are enriching uranium to a weapons grade level. The Iranians have refused to allow United Nations inspections of their nuclear facilities. Despite Obama and Medvedev’s optimism during the treaty signing, international arms experts say further reductions in nuclear stockpiles for the two countries would be difficult. The treaty would set a limit of 1,550 nuclear warheads for each country, leaving them far ahead of anyone else. The previous limit was 2,200. However, China has an estimated 200 nuclear warheads but a growing arsenal of them. Several other countries appear to be building their own stockpiles. The Russians have expressed concern that further cuts in their nuclear arsenals could threaten their status as a superpower. Many of the arms reductions in the START treaty involve submarines and long-range missiles. The Russians have refused to reduce their short-range nuclear missiles and launchers, saying they are a necessary deterrent to China and European NATO countries. In the United States, conservatives in Congress have said further cuts create an incentive for China and other countries to build nuclear weapons to reach the same levels as the U.S. military. The treaty still must be ratified by two-thirds of the Senate, meaning Obama must win support from at least eight Republicans. In addition, some Central and Eastern European allies are expressing concern Obama is making too much of a concession to the Russians.
