The Japanese currency has in recent weeks traded at 15-year highs, hammering the competitiveness of the crucial export sector, despite a yen-selling intervention by Japan's central bank last month. Prime Minister Naoto Kan's Cabinet Office in its October report said that "the economic movements appear to be pausing recently," a turnaround from last month when it said the economy "continues picking up". The paper did say corporate earnings were improving while core machinery orders, a leading indicator of capital spending, remained strong. "However, cautious views about the immediate future are spreading," it added. "Exports have been weakening of late. Industrial production has been in a weak tone," the report added, downgrading an earlier assessment. The report came as the waning effects of government stimulus programmes and slowing global demand have fuelled economic worries in Japan, which has been plagued by two decades of stagnation and falling prices. Japan's auto production has slowed since the end last month of subsidies for environmentally friendly vehicles, weighing on overall industrial output, the economic and fiscal policy minister, Banri Kaieda, said Tuesday. "I think there's significant impact from the auto sector," he was quoted as saying by local media. He stressed however that "the global economy has been slowing. Especially Asia as a whole has been slowing." The latest business confidence survey by the central bank also has shown that the country's firms were braced for a gloomy end to the year. Bank of Japan Governor Masaaki Shirakawa on Friday warned that "it is a growing possibility that the Japanese economy's return to a sustainable path with price stability will be delayed". "Given continuing strong uncertainty mainly over the US economy, we still need to pay attention to downside risks," he said. To boost the economy and to encourage investment, the central bank recently dropped its key interest rate to zero to 0.1 percent from 0.1 percent. And in a bid to weaken the yen, Japanese authorities stepped into the currency markets in September for the first time in six years when the unit rose to 82.86 against the dollar. The action sent the yen down to around 85 to the dollar but the impact was short lived, and the Japanese unit was trading Tuesday at 81.45. As the yen has appreciated, Japanese companies have suggested they would consider moving factories and operations overseas to cut costs and shield themselves from the foreign exchange risks. Japan's Finance Minister Yoshihiko Noda on Tuesday highlighte renewed concerns over the yen's strength and again threatened to intervene in forex markets. "Our stance is unchanged," he told a press conference. "We will continue to watch market developments with great interest and, if we find it necessary, we will respond decisively."
