Like emerging market currencies globally, the Taiwan dollar has risen sharply recently as cash, created by developed economies seeking a way out of recession, moves to the higher growth and yield opportunities of emerging markets. Taiwan's central bank manages the currency closely and has intervened regularly, buying some $3.2 billion from Sept. 27 to Oct. 6, estimates from traders compiled by IFR Markets show. It is likely to continue buying as the currency rises again each day to levels the market considers appropriate given a pick-up in Taiwan's economic growth, but more to manage the rise rather than reverse it. "The Taiwan dollar has been on a multi-month appreciating trend, and I don't see much to turn that around," said Mitul Kotecha, head of forex strategy at Credit Agricole CIB in Hong Kong. "It will continue to be met by intervention, it will continue to be met by some resistance, but more to smooth the appreciation than to stop it." The currency <TWD=TP> was at T$30.78 to the U.S. dollar at 0355 GMT, up 0.83 percent from the previous day's 27-month high close. Without intervention the Taiwan dollar would be up about 4 percent so far this year. That is on a par with South Korea, the most comparable economy in the region due to its reliance like Taiwan on technology exports, but still well behind the 11 percent rise in the Thai baht <THB=> and 10 percent for the Malaysian ringgit <MYR=> [EMRG/FRX]. IFR Markets reported that real money flows with a medium-term horizon support the view that a move to T$30.00 to the U.S. dollar and below is inevitable. A more accurate look at where the market believes the Taiwan dollar should be can be found on the Cosmos exchange, a smaller exchange run by a group of financial institutions, though volumes are less than half that of the main Taipei Forex exchange. On Cosmos <COSMOS1>, the Taiwan dollar closed at T$30.695 on Thursday, compared with the day's high on Taipei Forex of T$30.675. After intervention on Thursday, the currency had closed at T$31.042 on the main exchange. The central bank does not intervene on Cosmos. Traders note that the T$31 level is the central bank's "line in the sand", known locally as the "Perng line" after central bank Governor Perng Fai-nan, though that may change given the long-term rise seen for the currency Another risk for the Taiwan dollar is "hot money" flows, against which the central bank has stepped up a verbal campaign backing its stated position that such flows are destabilising. It used mild capital controls late last year and early this year against speculative flows, but is not seen trying them again, even though in a research paper issued on Thursday it expressed support for Brazil's decision to increase its tax on foreign bond purchases. Instead it is expected to talk down hot money and demonstrate its resolve through gestures such as Thursday's move to inspect forward trading operations at some banks.
