Wanted: Safe US city with 20,000 hotel rooms

WASHINGTON - Are you a U.S. city or resort with 20,000 hotel rooms, an international airport and a full complement of riot police? Looking to raise your profile? Willing to pay for the privilege?
If so, and especially if you have ties to Asia, Uncle Sam wants you. The State Department is seeking a venue for a massive, nine-day conference of Pacific Rim leaders, dignitaries and business executives to be held in 2011.
The call went out Wednesday asking "United States cities and major resort/hotel destinations" to submit proposals to host the president, 18 other heads of government from Pacific Rim countries and representatives from Taiwan and Hong Kong, their entourages, support staff, security, media and, of course, possible violent protesters.
According to a request for proposals published in the Federal Register, the successful applicant for the 2011 Asia Pacific Economic Cooperation forum must have, at a minimum:
_An international airport with good connections to APEC economies.
_20,000 hotel rooms of international standard, including 80 suites for heads of government and cabinet-level ministers.
_Conference facilities for multiple meetings.
_Political, business and civic support.
_Local security capable of supporting delegates and VIPs.
It could be an economic windfall for a cash-strapped municipality. But there's a catch.
"Cities that bid on such events must take into account and budget for the extensive costs of security and public safety, as that responsibility lies solely with the host city," the notice says, adding that "with this many high-profile visitors, security will be a major consideration for the selection of the city and conference venues."
Cities that apply are asked to provide extensive details about their readiness and ability to handle security problems ranging from riots to mass casualty terrorist attacks, including but not limited to, those which might involve "chemical, biological, radiological and nuclear" weapons.
Act quickly, though.
Dec. 15 is the deadline for proposals, which must be prepared in one "three-inch binder with no loose inserts" and be accompanied by a DVD of "a professional video presentation of the city or resort."
The lucky winner will be announced by the next administration.
