The world's No. 5 crude buyer and No. 2 liquefied natural gas importer had drawn up long-term plans to raise production of oil, gas, and six strategic minerals and new strategic minerals including lithium and rare earths, the ministry of knowledge economy said in a statement on Wednesday. The government will help firms achieve the targets by raising budgets, and financial and tax benefits, the statement said, as Asia's fourth-largest economy faces tough competition for energy supplies from fast-growing regional rivals China and India. The government help activating investments by pension funds in overseas resource development, the statement added. "The government will pursue South Korean model in resource development cooperation which differentiates and maximises advantages such as sharing economic growth experience, while supporting businesses bridging infrastructure and resource development," the ministry statement said. BEEFING UP RESOURCE SELF-SUFFICIENCY South Korea said earlier this month it would seek to raise self-sufficiency rates for oil and gas to 13 percent in 2011, up from 10 percent in 2010, while doubling those rates for new strategic minerals such as rare earths and lithium, to 10 percent in 2011 from 5.5 percent in 2010. [ID:nL3E6NF0X1] It wants to nearly quadruple self-sufficiency rate of rare earths and lithium to 26 percent by 2019 from 7.3 percent in 2009, Wednesday's statement said. For state-run entities, it underlined growth strategies by investing more and securing non-traditional energy resources such as oil sands, shales. "KOGAS will expand and diversify ways to secure resources by utilising its LNG purchasing power," the statement said. Korea Gas Corp , the world's largest corporate buyer of LNG, will purchase a 15 percent stake in Australia's Gladstone LNG project, while agreeing on a long-term supply deal. It added the government would pursue initial public offering once its global competitiveness was secured, without elaborating. KNOC, which said earlier this month in an interview that it would focus on oil asset acquisition, and STX Energy have acquired a combined $55 million of 46.75 percent stakes and operation right in U.S.-based oil fields.
