"Without safety and security, there would be no successful Expo to speak of," Han Zheng told local legislators gathered for their annual session. The city of 20 million is stepping up safety inspections, improving food and drug safety precautions and improving its crime-fighting ahead of the six-month long event, he said. The Expo opens May 1 and runs for six months. So far, security preparations have been low-key compared with those ahead of the 2008 Beijing Olympics. But authorities are stepping up measures as the event approaches, installing bag scanners in subway stations and warning of more stringent measures to come. "We will intensify regular safety inspections in crowded public places," Han said. Other measures would include improving the city's ability to trace foods and drugs to their sources _ a key requirement for quality control; upgrading safety management and preventing crime, he said. Over the weekend, China's Minister of Public Security warned police to prepare for any possible emergencies, terrorist attacks or civil disturbances. Authorities were quick to seize foreign activists who unfurled "Free Tibet" banners during the Beijing Olympics in August 2008 and roughed up journalists trying to cover the protests. Shanghai, China's commercial capital, is rushing to finish a flurry of subway, road and other projects linked to the Expo, which is forecast to draw at least 70 million visitors, almost all of them Chinese. Work on Expo pavilions and grounds, along the city's downtown Huangpu River, is almost done, city officials say. The event will feature exhibits from 192 countries and 50 international organizations as well as major corporations such as General Motors Co. and Coca Cola. While most work has gone smoothly, a rash of traffic accidents linked to the construction boom has prompted a crackdown on drunken and unsafe driving, especially by workers from out of town handling cement mixers and heavy trucks on the city's crowded streets. Some 27 people died in 37 accidents involving such vehicles last year, many of them pedestrians and scooter drivers, according to city statistics. The problem prompted one city lawmaker, Liu Zhengdong, to raise a proposal singling out such accidents for criminal prosecution. Some drivers "haven't the least fear of running over people and some even view injuring someone as inferior to killing them," the state-run newspaper Oriental Morning Post cited Liu as saying.
