The by-election for a seat in the provincial assembly could trigger fresh ethnic and political bloodshed in Karachi, Pakistan's main industrial base and home to its main port, stock exchange and central bank. In August, a lawmaker of Karachi's dominant Muttahida Qaumi Movement (MQM) was killed by gunmen, sparking violence which killed 100 people in a week. Pre-election violence on Saturday night killed at least 17 people in Karachi, Sindh province's health minister said. Police have boosted security at polling stations. MQM's rival, the ethnic Pashtun-based Awami National Party, boycotted the by-election after complaining that the MQM would rig the poll. It also said authorities had failed to provide adequate security. Stock market investors keep a wary eye on tension in Karachi, which is also the main gateway for Western military supplies bound for neighboring land-locked Afghanistan. Aside from the challenge of trying to contain violence in Karachi, Pakistan's government faces a stubborn Taliban insurgency and the task of reconstructing areas devastated by summer floods which inflicted $9.7 billion in damage and are likely to strain the fragile economy for several years. Karachi has a long history of ethnic, religious and sectarian violence. It was a main target of al Qaeda-linked militants after the September 11, 2001, attacks on the United States, when Pakistan joined the U.S.-led campaign against militancy, and foreigners were attacked in the city several times. Mohammad Saghir, the provincial health minister, said gunmen in several parts of Karachi attacked people belonging to ethnic and political groups to "ruin the peace of this city." About 40 people were wounded, he said. The MQM represents the Mohajirs, descendants of Urdu-speakers who migrated from India after the creation of Pakistan in 1947. It is part of a provincial coalition government led the Pakistan People's Party (PPP) and is allied with the PPP at the federal level.
