Obama Arrives In Moscow For Nuclear Arms Summit; Makes First Visit To Africa This Week

Moscow, Russia (AHN) - President Barack Obama arrived in Moscow early Monday morning for a summit to further reduce nuclear stockpiles and replace a Cold War era treaty that is set to expire this year. The Kremlin has reportedly agreed to let the United States transport weapons to Afghanistan through Russian airspace, but it is also continuing its objections to a planned U.S. missile defense system in Eastern Europe.
Obama begins his visit to Moscow with a wreath-laying ceremony at the Russian Tomb of the Unknown Soldier. He then meets privately with President Dmitry Medvedev at the Kremlin. The two leaders hold a joint press conference at 10:30 am ET (6:30 pm local time).
The U.S. President and First Lady Michelle Obama meet with employees at the American embassy before proceeding to the Gorkiy for dinner with Medvedev and Lady Sletvana Medvedeva.
The summit aims to continue negotiations on an agreement to replace the Strategic Arms Reduction Treaty (START), which was signed in 1991 just before the dissolution of the USSR. Obama and Medvedev met in April and had directed negotiators to issue a report by July.
START limited the United States and Russia to 6,000 nuclear warheads and 1,600 missiles. It is scheduled to expire on December 5.
The Kremlin is also expected to announce an agreement to let U.S. weapons be flown to Afghanistan through Russian airspace.
The United States has been trying to "reset" relations with Russia, which deteriorated over the past year over a missile defense system in Eastern Europe that Moscow strongly opposes and Russia's invasion of Georgia.
The Bush administration had pushed for the approval of an agreement with Poland to build missile tracking radar southwest of Prague, and install interceptor missiles in Poland to protect the United States and NATO allies from potential attacks from Iran. Moscow had planned to deploy missiles near the Polish border in response, but was reported in January to have scrapped those plans.
Relations also became strained after Russian military forces invaded Georgia, a former Soviet satellite, last August. The incursion was in response to Georgian military forces in South Ossetia, a region which declared independence from Georgia nearly two decades ago.
At the time of the invasion, Russia had been condemned by the international community for failing to comply with a ceasefire agreement brokered by the United States and French President Nicolas Sarkozy, whose country held the rotating European Union presidency.
Medvedev over the weekend expressed optimism about the summit but also made clear the missile defense system would be central to talks.
"There is a lot to say about Russian-American relations since they are one of the most important components of international life. I believe that at present these relations have begun to revive," he said in an interview with RAI and Corriere della Sera. "I think we are all moderately optimistic, both the Russian side and the American side. I have heard what my colleague President Obama has been saying. And so we are very much looking forward to the visit of the President of the United States to our country."
"We have repeatedly said, and I have mentioned this several times recently, that we are against the deployment of elements of an anti-missile defense system in Poland and the Czech Republic," Medvedev aslo said. "And while the previous administration of the United States took a very 'hard-headed' position on this issue, the current administration is ready to discuss this topic.... the Russian Federation is not against the development of such a means of defense. But we believe that it should not be unilateral nor, in essence, directed against one of the participants in this dialogue, a major nuclear country such as Russia."
Around the same time, Obama told ITar-Tass/Rossiya TV, "There has been a time over the last several years where Russian-U.S. relations were not as strong as they should be. I wanted to press the reset button on relations... the possibilities for our cooperation on economic issues, on defense issues, dealing with the threat of terrorism in both our countries, our ability to deal constructively with issues like Iran, increasing trade and commercial relations -- those are all issues that are important."
"The main thing that I want to communicate to Russian leadership and the Russian people is America's respect for Russia, that we want to deal as equals. We are both nuclear superpowers; with that comes special responsibilities that are very different from the positions of many other countries around the world," he added.
Obama departs Moscow Wednesday morning for Rome where he will attend a G8 meeting. He leaves Italy for Ghana Friday night. His first visit to Africa as president, he will remain in Ghana until Saturday night.
