U.S. Officials Weigh In On Iranian Cash In Kabul

Washington, D.C., United States (AHN) - The White House on Monday confirmed U.S. aid without giving details while asking Iranians to take responsibility along with Iranian cash flow into Kabul..
 
 The United States has been giving aid to Afghanistan to help with the building of governance, said Bill Burton, Deputy White House Press Secretary, adding, But on the specifics of what -- Im not going to get into the specifics of what we know and dont know, specifically.
 
 Speaking to journalists abroad Air Force One, en route Warwich, Rhode Island, Burton expressed concern over reports that Iran is giving bags of cash to President Hamid Karzai, saying, The American people and the global community have every reason to believe that -- or every reason to be concerned about Iran trying to have a negative influence on Afghanistan.
 
 Burton, however, noted that the Iranians, have a responsibility just like all their neighbors to try to have a positive influence on the formation of a government there, and to ensure that Afghanistan is not a country where terrorists can find safe harbor, or where attacks can be planned on their soil.
 
 On the practice of the U.S. officials showing up at the Afghan presidential palace with bags full of dollars, PJ Crowley, the State Department Spokesman said, At the present day, no, adding, Our assistance to Afghanistan now comes through financial institutions.
 
 Asked if he could rule out that there were no covert U.S. funds flowing to Afghanistan, whether in cash or through other kinds of transactions, Crowley said, No, Im just saying that our assistance flows to the government through institutions that have been carefully vetted, adding, I am unable to answer that question definitively from here.
 
 Crowley, however, admitted that at the early stages of our (U.S.) presence in Afghanistan, much of the assistance that we brought with us, and some of that assistance did come in the form of cash, adding, But since that time, we have more institutionalized our support, and the vast, vast, vast majority of that is now  flows through institutions of the Afghan Government or through our international partners, both governments and nongovernmental organizations, and comes in the form of either in-kind or transactions that are done electronically.
 
 Crowley did not even question, Irans right to provide financial assistance to Afghanistan, adding, nor do we question Afghanistans right to accept that assistance.
 
 Addressing journalists at the regular briefing, Crowley noted, What we think is important is Afghans having the ability to shape their own future without negative influences from its neighbors.
 
 Crowley gave Kabul free rein saying, Well let the Government of Afghanistan speak to how they spend the financial assistance received from other countries, but we remain skeptical of Irans motives given its history of playing a destabilizing role with its neighbors, urging Iran to take responsibility to play a constructive role in the future of Afghanistan.
 
 Commenting on the American aid, Crowley , Our assistance is focused squarely on helping the Afghan people and the Afghan Government improve the quality of governance, security, justice, jobs, and services and give the Afghan people a meaningful alternative to the Taliban recruiting.
