Afghan president condemns 'international terrorism'

KABUL (AFP) - – Afghanistan's President Hamid Karzai marked the anniversary of the September 11 attacks on the United States by condemning "international terrorism" and offering condolences to the families of victims.
In a statement, Karzai said Afghanistan was not the source of militancy and those fighting it must focus on the "sources and birthplaces of terrorism," an apparent reference to Pakistan.
The statement also refers to "innocent Afghans" as the victims of the current strategy of the war against the Taliban, which is nearing the end of its ninth year since the Islamists' regime was overthrown in a US-led invasion.
"Afghan villages are not the birthplaces and sources of terrorism and innocent Afghan people must not become the victims of the war against terrorism," Karzai said in the statement issued by his office.
"The right strategy of the war against terrorism is to focus on the sources and birthplaces of terrorism," he said.
"The Afghan government invites the international community and all those who want a lasting and firm war against terrorism, with a critical assessment of the past nine years of anti-terror strategy, to adjust this strategy with the bitter realities regarding terrorism and to provide the grounds for victory."
The government, he said, "offers its firm solidarity with families, the nation and the government of the United States of America and all those who have become victims of terrorism all these years".
Karzai and other Afghan leaders have in recent months been referring openly to Pakistan as a safe haven for the leaders of the Taliban, Al-Qaeda and other militant groups using it as a base to launch attacks in Afghanistan.
Pakistan's government, military and intelligence agency are variously accused of complicity with these groups, allowing them to hide and thrive on Pakistani soil while destabilising Afghanistan and continuing the long war.
Karzai's mention of civilian victims is a thinly veiled reference to the United States and NATO forces fighting to end the insurgency.
It also earns him political points with a population exhausted by 30 years of war and which often blames the very presence of foreign troops -- now numbering 150,000 from the United States and NATO -- for the ongoing violence.
The United Nations has reported that the number of civilian casualties in the Afghan war rose by a third in the first six months of 2010, with insurgents killing seven times more civilians than NATO-led troops.
The Taliban issued a statement on Saturday in which they called on American forces to withdraw unconditionally and end the "illegal occupation" of Afghanistan.
Karzai has set up a High Peace Council to follow through on his plans to open a dialogue with the Taliban leadership, in the hope of ending the war, though the Taliban have said they will not talk until all foreign troops leave.
Momentum in the war is widely seen to have turned in the insurgents' favour, and their statement pointed to US President Barack Obama's deadline for the start of a troop drawdown next July, as proof the coalition is losing.
The Taliban said that nine years after September 11, the United States, "despite using all possible military solutions in Afghanistan, know they have lost any possible chance for peace".
"They are left with only one option and that is to withdraw their forces from Afghanistan without any preconditions... because, first, their occupation of Afghanistan was illegal and also, second, they have been defeated in this illegal invasion," the statement said.
The 9/11 anniversary -- overshadowed by wrangling over plans, now cancelled, by an evangelical US pastor to mark the occasion by burning Korans -- coincided with the Eid holiday celebrating the end of Ramadan, the Muslim fasting month.
Terry Jones, the pastor of Florida's tiny World Dove Outreach Centre, said on Saturday that plans to mark the 9/11 anniversary by torching 200 Korans would "never" happen.
"We will definitely not burn the Koran, no," Jones told NBC television. "Not today, not ever."
His backdown followed days of demonstrations in Muslim countries, including Afghanistan, where around a dozen people, including police officers, were injured during protests against the plans.
