Army helicopters and thousands of soldiers stepped up relief efforts, dropping food packets and drinking water to thousands of people stranded in the floods triggered by four days of torrential rains, officials said. At least 118 people were killed in Karnataka state and 16 in neighboring Andhra Pradesh after rivers overflowed their banks and washed away thousands of homes, the Press Trust of India news agency said. Nearly 250,000 people have been evacuated from the worst-hit districts of Andhra Pradesh, said Dharmana Prasada Rao, the state revenue minister. Three towns in Andhra Pradesh were submerged by water from the Krishna and Tungabhadra rivers, he said, adding that the death toll was expected to go up because many inundated areas remained cut off. Andhra Pradesh has urged authorities in Karnataka state not to cause further flooding by releasing water from dams and reservoirs on the two rivers. The two rivers were flowing above the danger mark, Rao said. Soldiers used boats to evacuate people marooned in villages after roads were washed away. The evacuees were taken to schools and government buildings on higher ground. "Saving lives is the first priority for the government," said K. Rosaiah, Andhra Pradesh's chief minister. In many areas, road transport was halted after large stretches of roads disappeared. In Andhra Pradesh alone, 1,550 miles (2,500 kilometers) of roads were washed away or submerged by flash floods. Thousands of trucks and cars were stranded on the road linking Andhra Pradesh's capital, Hyderabad, to Bangalore, the capital of Karnataka. During the summer, most parts of Andhra Pradesh and Karnataka suffered from severe droughts due to the failure of monsoon rains. The sudden reversal was caused by unprecedented torrential rains under the influence of a low pressure area in the Bay of Bengal, weather officials said.
