ADVERTISEMENT Nouri al-Maliki was pressing the request in talks with Syrian officials in Damascus, as Iraq seeks to improve security cooperation with its neighbor and cut off the flow of weapons and foreign fighters to remaining insurgent strongholds like Mosul, 225 miles (360 kilometers) northwest of Baghdad. His visit also uncovered strains with the United States, which angered Iraq by sending a high-level delegation to Syria last week for meetings that included similar discussions over Iraq's security. That prompted al-Maliki's government to insist that it was not up to the United States to negotiate over Iraq's security with another country. The U.S. and Iraq have sought to shut down Sunni extremist networks smuggling weapons and fighters across Syria's border into Iraq's northern desert. The networks are fueling attacks in Mosul, where al-Qaida and other Sunni insurgents remain active. "Iraqi is still complaining about the infiltration of Arab and foreign terrorists into Iraq," said Ali al-Moussawi, an adviser to al-Maliki. The Iraqi prime minister will also give Syrian officials a list of wanted people and ask for them to be handed over to Iraq. "This is an essential request. ... There are elements who have links to supporting terrorist operations in Iraq," al-Moussawi said. Syria is home to a number of Iraqis who were mid-ranking and senior members of Saddam Hussein's outlawed Baath Party. Iraqi officials say Damascus allows them to live and engage in political activity in Syria. Among the most senior of them are Mahmoud Younis al-Ahmed, who was high up in the party leadership, as well as followers of Izzat Ibrahim al-Douri, Saddam's No. 2 and a top leader of the party. Douri's whereabouts is unknown. Iraq's government has recently spoken of Baathists as a key faction within the insurgency and accuses them of cooperating with al-Qaida. Iraqi media have been reporting that al-Maliki might see some of his Iraqi opponents, including tribal leaders and other activists, in Damascus in an attempt to persuade them to return home and join the political process. Syria's cooperation is vital for securing parts of northern Iraq where violence has remained high, such as Mosul. The U.S. has long been concerned about the infiltration of foreign fighters through Syria into Iraq. American special forces staged a cross-border raid in October that Washington said killed the al-Qaida-linked head of a Syrian network that smuggled fighters, weapons and cash into Iraq. The operation outraged Syria, which claimed only civilians were killed. The Aug. 12 visit to Damascus by an Obama administration delegation to discuss concerns about cross-border infiltration upset Iraq's government. "It is not the duty of the American delegation to negotiate on behalf of Iraq," Iraqi government spokesman Ali al-Dabbagh said last week. Strains have emerged in the relationship between the Iraqis and the Americans as the balance of power shifts with the impending withdrawal of U.S. forces by the end of 2011. The 130,000 U.S. troops remaining in Iraq face new limits on their actions under a security pact that took effect on Jan. 1, and the Iraqi government has increasingly been asserting its sovereignty and reaching out to neighboring countries.
