SEOUL - North Korea must seriously change its attitude if it wants talks to resolve the crisis on the divided peninsula, rival South Korea said on Monday, expressing hopes a U.S.-China summit could pressure Pyongyang to change.
The sharp spike in tensions between the two Koreas and China's push for a resumption of six-party talks will be among the main issues discussed when U.S. President Barack Obama and China's President Hu Jintao meet in Washington on Wednesday.
"What is the most important in improving inter-Korean relations and denuclearisation of North Korea through six-party talks is for North Korea to change its attitude seriously," the South's foreign ministry spokesman, Kim Young-sun, told a news briefing.
"Therefore, we hope that issues related to a serious change in North Korea's attitude will be dealt with as a priority during President Hu Jintao's visit to the U.S. and we hope that China, as leader of this region, will play a responsible role for peace, stability and denuclearisation."
The North has since the New Year repeatedly called for unconditional talks with its neighbour, but Seoul has rejected the calls as propaganda geared only to lure aid.
In a rare interview published on Monday in two U.S. newspapers, Hu said he saw "signs of relaxation" on the peninsula thanks to efforts by China and other parties.
He was convinced "an appropriate solution to the Korean nuclear issue" could be found, a reference to North Korea's nuclear arms programmes.
China, the North's main diplomatic and economic backer, wants a resumption of aid-for-disarmament talks involving the two Koreas, the United States, China, Japan and Russia.
Pyongyang walked out of the talks in 2009, declaring them dead, but has since said it wants to return.
Tensions between the two Koreas -- still technically at war having only signed a truce to end the 1950-53 Korean war -- rose sharply last year after the South accused the North of sinking one of its warships and the North shelled a South Korean island.
The North denied it sank the ship and said it shelled Yeonpyeong island in retaliation for the South test-firing shells into its waters.
The North in the meantime unveiled a uranium enrichment programme, possibly opening a second route to make a nuclear bomb. Pyongyang says the programme is for peaceful purposes.
ECONOMIC CRISIS
Foreign Ministry spokesman Kim, meanwhile, played down comments by the country's top security adviser that an economic crisis was pushing North Korea to the brink of collapse.
South Korea's national security adviser, Chun Yung-Woo, told U.S. broadcaster PBS at the weekend that unless the North bows to international demands to denuclearise in exchange for aid, the regime could face collapse sooner than most people think.
Chun made it clear that Seoul was in no hurry to resume talks, PBS reported. It said Chun believed the economic crisis was creating an "existential crisis" and that the "energy for change is growing" and would ultimately reach "critical mass."
But the foreign ministry said its policy was not based on an assumption of North Korea's collapse. Kim said there was no change in Seoul's position that "we will seek substantial reconciliation and cooperation with the North through dialogue."
The South says it will only return to the talks when Pyongyang admits responsibility for last year's attacks, and shows sincerity on denuclearising as agreed under a 2005 deal.
