Azerbaijan seeks US help over regional conflict
BAKU (AFP) - – Azerbaijani President Ilham Aliyev on Sunday asked for Washington's help in finding a solution "based on international law" to its conflict with Armenia over the breakaway Nagorny Karabakh region.
Azerbaijan expects the United States "to work closely with us and with others on the resolution" of the conflict, Aliyev told visiting US Secretary of State Hillary Clinton in front of journalists.
"This is a major problem for us and the major threat to regional security," Aliyev said. "We want to find a resolution based on international law and we want to find it as soon as possible. Our people are suffering."
Speaking before going into a meeting with Aliyev, Clinton said "the issues that you mentioned are of importance to us".
Clinton's first visit to the country as secretary of state came as the United States seeks to shore up ties with Azerbaijan -- a key link in supply lines for Afghanistan and an important energy hub -- after Baku complained that Washington had neglected relations.
Azerbaijan accused the US of ignoring its interests by backing reconciliation efforts between Armenia and Turkey, which closed its border with Armenia over the Karabakh conflict, without linking Baku's demands to the efforts.
Tensions over Karabakh have risen in recent months amid stalled negotiations over the status of the region, where ethnic Armenian separatists backed by Yerevan seized control from Baku in a war in the early 1990s that claimed an estimated 30,000 lives.
At least four Armenian and two Azerbaijani soldiers were killed in fighting over the region last month.
Aliyev last month threatened to withdraw from foreign-backed peace talks after he accused Armenia of stalling the negotiations.
At the recent Group of Eight summit in Toronto, Russia and the United States called for a "peaceful solution" to the conflict, inviting Aliyev and his Armenian counterpart Serzh Sarkisian to "start working on a peace accord".
The United States "can't take stability for granted" in the region, Phil Gordon, assistant secretary of State for European and Eurasian Affairs, said on the eve of Clinton's visit.
"One of the purposes of the secretary's trip is to talk to both parties about how to move that process forward," he said.
Clinton was the second senior US official to visit Azerbaijan in recent weeks after a visit early last month by Defence Secretary Robert Gates.
Gates hand-delivered a letter from US President Barack Obama to Aliyev admitting that "there are serious issues in our relationship" but insisting that the Karabakh dispute would remain a priority for Washington.
Tens of thousands of cargo aircraft have flown over Azerbaijan for the Afghan war, with planes ferrying 100,000 US and allied troops and personnel through the country's airspace last year.
Energy-rich Azerbaijan is also a crucial provider and transit hub for Western-backed projects to deliver oil and gas from the Caspian Sea to Europe, bypassing Russia.
The United States, along with France and Russia, is a co-chair of the Organisation for Security and Cooperation in Europe's (OSCE) Minsk Group, which has been heading international efforts to reach a permanent resolution to the conflict over Karabakh.
Clinton's visit came during a whirlwind tour of eastern European and Caucasus region countries. After visiting Ukraine, Poland and Azerbaijan, she was due later Sunday in Armenia and on Monday in Georgia.
