PRAGUE (AFP) - – Czech Prime Minister Jan Fischer said Thursday his cabinet and President Vaclav Klaus were in talks on an opt-out on the EU's Lisbon Treaty, set by Klaus as a condition for completing its ratification.
Klaus, the last EU leader holding out on signing the text, asked last week for an exemption on the treaty preventing ethnic Germans forced out of his country after World War II from claiming back their property.
"We have created a team working on the side of both the (Prague) Castle and the cabinet. The talks are under way," Fischer told reporters amid mounting pressure from EU leaders on Klaus to sign the text that must be ratified by all 27 member countries to take effect.
On Monday, Fischer asked Klaus to pledge to sign the text "immediately" if his condition is met, but the president's adviser said Klaus would not promise anything before the text is on the table.
Fischer said on Thursday the Czechs first had to agree "on what we actually want" among themselves and then submit the exemption to the other 26 EU member countries.
"This is a story of 27 players who must reach an agreement at the EU Council meeting" on October 29-30, said Fischer.
He added the EU Council could agree on a declaration which could then be incorporated in a protocol to Croatia's EU accession treaty.
Fischer also stressed that any solution that would reopen the ratification process in all 27 EU countries was "illusory and impossible."
"This goes beyond the reachable universe and all reasonable galaxies," he said.
Vaclav Havel, the Czech republic's ex-president and respected communist-era dissident, on Thursday slammed Klaus as being "irresponsible" and "dangerous" by delaying the treaty's ratification.
"I consider this very irresponsible and dangerous," Havel said during a press conference focused on the 20th anniversary of the Czech Republic's 1989 Velvet Revolution which saw it peacefully shed communism.
He was, however, optimistic the treaty would come into force as planned. "I'm firmly convinced that the Lisbon Treaty will be ratified before the end of the year," Havel said.
Klaus said he would not drop his objections to the treaty on Wednesday, a day after European Commission chief Jose Manuel Barroso told him to quit stalling on the issue.
"The conditions that I have made for signing the agreement are serious and the idea that I can forget what I have said is not well-founded," Klaus said during a visit to Moscow.
He cannot sign the treaty now even if he wanted to as the Czech Constitutional Court banned him from ratification pending its verdict on the treaty's compliance with the constitution, expected on October 27.
