State Treasurer Alexi Giannoulias signed an executive order Sunday giving gay workers in his agency as much as 12 weeks of unpaid time off to take care of a sick partner or other family member. They can also use the time to adopt a child or to mourn the death of their partner or relative. The order may be repealed in six months, when a new state treasurer takes office. It was signed amid the final stages of Giannoulias' campaign for the special election to the Senate seat formerly held by President Barack Obama. But the Democratic state treasurer has said his action "is about basic fairness" and not politics. Giannoulias currently trails a Republican, Rep. Mark Kirk, in the highly contested Senate race by an average of four points. The Democrat is facing questions about his role in $20 million worth of loans his family's bank is said to have lent to criminals. A Tulane University Law School graduate, Giannoulias served as a senior loan officer and vice president at Broadway Bank, a once-successful community bank in Edgewater now facing insolvency, when the loans were approved. Kirk, who himself is under fire for overstating his military record, has also been drawing attention to Giannoulias' refusal to disclose his 2009 tax filings. "In 2002 and 2006, Rod Blagojevich employed similar tactics to delay inspection of his tax information," the congressman's campaign had said in a statement, reminding voters of their impeached governor who is on trial for corruption. Despite the financial issues, Giannoulias has received solid support from key organizations such as the Human Rights Campaign, the Sierra Club and the League of Conservation Voters. The HRC, the nation's largest advocacy group for gays, endorsed him last month, while the top environmental groups announced their decision last week, dealing a blow to Kirk, who had received their backing in all but one of his previous election campaigns. Kirk met with different newspapers early this month to apologize for claiming to be a veteran of the Gulf and Afghan wars despite having actually served in Maryland in the Navy Reserves. The congressman confessed to having wrongly boasted about being awarded intelligence officer of the year in the Navy for his service in the Kosovo war when it was actually a group citation, the Vice Admiral Rufus L. Taylor Award, for his whole unit. Kirk issued his apology after critics and observers exposed a number of questionable claims, such as his statement that he commanded the war room at the Pentagon. Giannoulias has also called him out for saying in a congressional floor speech, "The last time I was in Iraq I was in uniform, flying at 20,000 feet, and the Iraqi Air Defense network was shooting at us." Kirk, a five-term congressman, told the Chicago Sun-Times last week his claims were the result of "a casualness with which I sometimes describe military details."
