China orders new probe into state TV building fire

BEIJING - China's Cabinet has demanded a new investigation into a deadly hotel fire in the complex housing the headquarters of the communist state broadcaster, indicating a high level of political sensitivity surrounding the February blaze.

Such Cabinet investigations are usually reserved only for major catastrophes causing huge loss of life. The blaze killed one firefighter but completely gutted the nearly completed 5 billion yuan ($731 million) Mandarin Oriental Hotel next to CCTV's iconic headquarters.
In remarks posted online Wednesday, Huang Yi, spokesman for the government's chief occupational safety bureau, said the Cabinet's investigation would build on an earlier one conducted by the Beijing city government.
The spectacular fire had "caused great damage, about which leading central government comrades were very concerned," Yi said in a statement on the administration's Web site.
The new investigation would "thoroughly probe" the fire and deal with those responsible, Huang said.
The high-level of attention reflects the embarrassment and economic loss attributed to the blaze, which was set off by an illegal fireworks display arranged and paid for by CCTV to mark the end of the Lunar New Year festivities.
The disaster prompted mocking from some Chinese who resent CCTV for producing dull propaganda-style programming while enjoying a monopoly on nationwide broadcasting. The company also has drawn jeers for spending lavishly on grandiose vanity projects _ such as the futuristic new headquarters complex, designed by Dutch architects Rem Koolhaas and Ole Scheeren.
Spokesmen for CCTV and the safety bureau had no immediate comment on the report.
A dozen people were formally arrested last month in connection with the fire, including the former head of CCTV's construction bureau, 50-year-old Xu Wei. News reports have alleged that he ordered the powerful pyrotechnics be used, while ignoring safety warnings.
A report by respected business magazine Caijing described a complex web of conflicts of interest involving companies run by or related to Xu, including the firm responsible for the building's construction.
Having apologized for the disaster, CCTV has sought to squelch all discussion of it. The station has done little follow-up reporting on it and employees say they have been ordered not to discuss it, even among themselves.
