The 30-year-old is just one of dozens of Palestinians, many of whom used to work in settlements because of lack of other opportunities, who are now laying the groundwork for Rawabi, a massive planned community north of Ramallah. "It feels different because now I work for my own people to build a city that is on the front line in defending against the expansion of the settlements," he said, gesturing at the neighbouring settlement of Ateret. Palestinians view the more than 120 Israeli settlements scattered across the occupied West Bank and annexed east Jerusalem as the main obstacle towards establishing an independent Palestinian state. And yet tens of thousands of Palestinians labour on building sites in the settlements because the wages there exceed those available elsewhere in the West Bank, where unemployment is high. The Western-backed Palestinian Authority plans to outlaw working in the settlements by the end of the year as part of a months-old campaign that includes a ban on trade in settler goods that has angered Israel. But it remains unclear where the estimated 25,000 Palestinians working on the settlements will find new employment. The Rawabi project, the largest of its kind in the territory, is projected to generate thousands of jobs in a variety of sectors, but at present employs just 65 people, according to Maher Sawalha, a project engineer. "It's expected that the city will provide some 10,000 jobs, meaning that it will provide opportunities for those who work in the settlements," he said. "Rawabi city will be built according to international, Gulf and Jordanian standards, and those who worked in the settlements were working in accordance with scientific plans, so this will make it easier to work with them." The 700-million-dollar (570-million-euro) project is being carried out by the Bayti Real Estate Investment Company and Qatar's Diar Real Estate Company, and when completed will provide homes for some 40,000 people. Khalil is not proud of the work he did in settlements in annexed east Jerusalem, but said he was forced to do so in order to support a family of six. "Now we have an alternative," he said. But Mahmud Abdelhamid, 34, who drives a dumptruck at the site, is less sure. "This project is good and it may provide a lot of jobs for Palestinians in Ramallah, but there are thousands of Palestinian workers looking for jobs in other cities, like Jenin, Nablus and Hebron," he said. The West Bank economy grew by 8.5 percent last year, according to the International Monetary Fund (IMF) as Israel eased restrictions on movement and international donors pumped in hundreds of millions of dollars in aid. But there is still 18 percent unemployment and more than 60 percent of the West Bank remains under full Israeli military control, which "distort(s) the pattern of growth and its regional distribution," the IMF said last month. Rawabi is in Area A, governed by the Palestinian Authority, but the road connecting it to the West bank political capital of Ramallah runs through Area C, which is under complete Israeli military control. In recent weeks settlers set up a mobile home along the route in protest against the project. When the Israeli military removed the camp, settlers returned with another one.
