ADVERTISEMENT Sen. Richard Gordon, who heads the local Red Cross, said Abu Sayyaf commander Albader Parad has renewed a threat to behead the two hostages _ Swiss Andreas Notter and Italian Eugenio Vagni _ unless government forces withdraw from around the militants' stronghold near Indanan township on southern Jolo Island. Abu Sayyaf gunmen freed Red Cross worker Filipino Mary Jean Lacaba without ransom Thursday then demanded that troops withdraw from five detachments in Indanan and nearby Parang townships to allow negotiations for the possible release of Notter and Vagni, Jolo Vice Gov. Lady Anne Sahidulla said. Gordon urged President Gloria Macapagal Arroyo to order the troops to pull back, expressing fears that the militants could resort to beheadings to humiliate the president, who is celebrating her 62nd birthday Sunday. Abu Sayyaf militants often choose important dates to mock officials, he said. The militants beheaded an American tourist on southern Basilan Island in June 2001 as an "Independence Day" gift to Arroyo. A year earlier, they decapitated two male school teachers, also in Basilan, during the birthday of then President Joseph Estrada. "I hope that this alleged plan by the Abu Sayyaf of offering a mean gift won't happen," Jolo Gov. Sakur Tan told Radio DZBB. "They should instead gift us with the freedom of two very healthy hostages." The International Committee of the Red Cross workers were kidnapped Jan. 15 after inspecting a Jolo jail water supply project. Tan, who heads a provincial task force dealing with the hostage crisis, told The Associated Press that a limited withdrawal of government forces surrounding an Abu Sayyaf stronghold near Indanan could be considered, especially if the militants release one more hostage, to allow fresh negotiations. Defense Secretary Gilbert Teodoro said a limited military pullout can be discussed but he ruled out an earlier Abu Sayyaf demand for troops to withdraw from entire towns in predominantly Muslim Jolo, adding the militants could take over those areas and launch more kidnappings. Aside from the troop pullout, Parad did not mention any other demands, said Sahidulla, who fetched Lacaba late Thursday from a moonlit jungle clearing about an hour's hike from an Indanan road. Interior Secretary Ronaldo Puno has speculated that the militants may demand a ransom. Sahidullah told The AP that she warned Parad not to harm the remaining hostages, saying air force assault helicopters would bomb the Abu Sayyaf stronghold with rockets and bombs if they did. The U.S. government has placed the Abu Sayyaf, which has about 400 fighters, on its list of terrorist organizations because of its attacks on American citizens and links to al-Qaida.
