Peace monitors to return to Philippines' restive south
MANILA (AFP) - – A team of international peace monitors will return to the southern Philippines next month amid a fragile ceasefire between the government and Muslim separatists, an official said Thursday.
The 60 member team will be made up of Organisation of the Islamic Conference (OIC) members Brunei, Libya and Malaysia as well as from Japan.
"Their presence would be a boost to the peace talks. We expect them on the ground early next month," Foreign Undersecretary Rafael Seguis, who is also Manila's chief negotiator with the rebels, told reporters.
The monitors pulled out of southern Mindanao island in 2008, shortly after the 12,000-strong Moro Islamic Liberation Front (MILF) unleashed a wave of deadly attacks.
Fighting broke out after the Supreme Court outlawed a proposed deal that would have given them control over vast swathes of land they claim as their ancestral home.
About 400 people were killed in the fighting and 700,000 displaced before a new ceasefire was signed last year.
The mission will be led by Malaysia, which has been brokering peace talks between Manila and the MILF and will have a one-year mandate, Seguis added.
While the truce appears to be holding, experts say security remains a major concern on Mindanao, where over 200,000 still remain in evacuation camps.
Earlier this week, the MILF said it may not be able to reach a final peace accord with the government of President Gloria Arroyo before she ends her term on June 30.
