ADVERTISEMENT Adm. Wu Shengli, in a rare interview with the official Xinhua News Agency late Wednesday, said the navy would focus on accelerating the growth of a technologically advanced, ocean-going fleet. That is seen by many as meaning it is increasingly likely that one or more aircraft carriers would enter the service within the next few years. "The navy will move faster in researching and building new-generation weapons to boost the ability to fight in regional sea wars under the circumstances of information technology," Wu said in comments marking next week's 60th anniversary of the founding of the navy. Wu offered few specifics in the interview, but said China would develop "large combat warships," along with ultra-silent submarines with greater range and more sophisticated aircraft, torpedoes and missiles. He said logistics and support systems would be improved to enable operations at greater distances from home ports, a nod to the development of more sophisticated bases including one on the southern island province of Hainan. With most of China's perceived threats to its sovereignty emanating from the ocean, the navy has been a particular beneficiary of China's modernization. But the navy's mission has also been evolving, from coastal protection and preventing self-governing Taiwan from permanently breaking away to protecting China's vital sea lanes. But military spending increases _ that include billions of dollars worth of new warplanes, ships and submarines _ have drawn concern over China's intentions from the U.S. and neighbors such as Japan, although Beijing insists it intends no aggression. China has deployed two flotillas including three destroyers to the Gulf of Aden to fight piracy since late last year _ the country's first major overseas naval mission in modern times. It has escorted more than 100 ships near the coast of Somalia, and Wu said those missions would continue. Discussion has focused of late on aircraft carrier development, with top naval officers saying on the record that the addition of flat tops was inevitable. It is not known whether China has begun work on one yet, and Wu made no direct mention of carriers in his interview, although China is widely considered to have both the technical and financial ability to build and operate such craft. The 225,000-member navy already operates more submarines than any other Asian nation, with up to 10 nuclear powered vessels and as many as 60 diesel electric subs. It boasts almost 80 destroyers and frigates _ more than a dozen of which have entered service since the 1990s _ along with hundreds of smaller craft and support ships. China has developed a wide array of naval ordinance and may be discussing licensed production of Russian 53-65KE wave-homing anti-ship torpedoes. The navy operates about 400 aircraft, mainly 40-year-old Russian designs, but also about two dozen cutting-edge Sukhoi SU30MKK fighter bombers. Such expansion has been made possible by two decades of near-annual double digit increases in defense spending. Earlier this year, China announced a 14.9 percent rise in military spending in its 2009 budget, to 480.68 billion yuan ($70.36 billion).
