A dancer at the ALA bar in Taichung City set fire to the ceiling with his torch during the performance, triggering the blaze, according to an initial police investigation. One survivor, surnamed Chen, said that when the Styrofoam ceiling caught fire, it caused a fireball that the audience initially thought was part of the show. The bar was engulfed in less than three minutes, he said, adding that he had been sitting on the second floor near a narrow staircase before rushing downstairs soon after the fire broke out. Many others sitting on the second floor close to the stage failed to escape, he said. The nine victims - five men and four women - were all found on the second floor. It was evident that the fumes asphyxiated them, the police said. A survivor from the second floor, surnamed Chuan, said she only escaped as she had been eyeing the staircase while waiting for her friend to show up. Chuan grew alarmed when fire started creeping up and yelled at other second floor patrons to flee. Although the flames came from downstairs, Chuan pushed her way through and scurried down the narrow staircase to safety. Of the nine victims, eight were carrying IDs or cell phones, allowing police to contact family members in a preliminary probe. Seven people have been positively identified, although investigators will first perform DNA testing to confirm the deceased identities before returning the bodies to their families. The seven victims include married couples Fan Fu-chi and Liao Yi-shan, Chang De-Chin and Fan Yu-hsueh; and two female victims, Lin Meng-chin, Lin Hsiu-wei. More than 70 people had been packed into the small bar, which occupied a floor area of just 99sq m. Eleven of the 12 injured were not seriously hurt and were discharged from hospital after treatment, while one remained in hospital, where her condition was described as non-life threatening. According to locals, ALA bar is renowned for throwing the wildest shows, regularly featuring live concerts and male pole dancers beckoning to ladies in the audience. The 28-year-old male dancer wielding the LED torch, the owner of the bar and bar employees were being quizzed by police, who reportedly searched the club at least once a week due to the numerous noise complaints it incurred. Police said despite their frequent visits, they were not informed that a fire show was set to take place last night. Although the club had issues with blackouts before, it has passed 21 safety inspections in the past five years, the most recent of which was carried out last month, according to the department. The number of exits, stairways, fire alarms and even the length and width of the fire escapes were all up to standard regulations, Taichung deputy mayor Hsiao Chia-chi said. Taichung mayor Jason Hu said that the city government "must find an answer" as to why the tragedy occurred even though the bar had passed the safety inspections. The Taichung City government bans fire shows at local restaurants and hotels but not bars, and now plans to apply the ban to other venues, including bars, Hsiao said. The deputy mayor also said that the city government will absorb the morgue-related costs for the victim's families and aid them with identifying their loved ones. The government will provide compensation for their losses accordingly, Hsiao added. Government watchdog officials said they will launch an investigation to determine if the government has failed in its responsibilities. The club tragedy is reminiscent of Taichung's deadliest fire in 1995, when 64 people died in the Welcome Restaurant on February 15. The accident gave Taichung the unfortunate moniker of 'fire city', a reputation the city government had been struggling to shake off.
