Search web search Home Singapore Asia Pacific World Business Entertainment Sports Technology Africa Europe Latin America Middle East North America U.S. Senate blocks debate on ending military gay ban Reuters - Wednesday, September 22 Send IM Story Print By Phil Stewart and Susan Cornwell WASHINGTON - Attempts to repeal the ban on homosexuals serving openly in the U.S. military stumbled on Tuesday as the Senate voted against starting debate on defence legislation containing the change. Sixty votes were needed for debate to begin on the bill authorizing defence programs and repeal of the policy known as "don't ask, don't tell." Just 56 senators voted yes and 43 no. The chamber's Democratic leaders could try again later this year to pass the legislation. The Clinton-era policy allows homosexuals to serve in secret but expels them if their sexual orientation becomes known. Repealing the ban was one of President Barack Obama's promises in his 2008 presidential campaign. Obama's Democrats in Congress wanted to scrap the 1993 policy before November congressional elections in which Republicans are expected to make big gains. The House has already voted to repeal the ban. Advocates of the change are expected to try again in the Senate, probably in the "lame-duck" session of Congress that is expected to follow the elections. The White House said it supported another attempt. "We're disappointed at not being able to proceed on the legislation, but we'll keep trying," White House spokesman Robert Gibbs said. It could be difficult squeezing the lengthy defence bill, which authorizes programs such as military pay increases and Pentagon weaponry, into the late-year lame duck session. "We have to pass this bill," Senator Joe Lieberman, an independent and supporter of repealing the ban on gays in the military, said before the vote. He said 14,000 soldiers had been kicked out of the military because of the policy since 1993. That was "the equivalent of an entire division of war fighters, that we need in places like Afghanistan and elsewhere around the world." 'BLATANT POLITICAL PLOY' A number of Republicans, like Senator John McCain, opposed voting on a repeal of "don't ask, don't tell" before a Pentagon review on the subject is completed later this year. Some Republicans were also unhappy with Democratic plans to bring up immigration-related legislation known as the "Dream Act" as an amendment to the bill. It would provide a conditional path to citizenship for young illegal immigrants if they go to college or do military service. McCain charged Democrats were aiming simply for Hispanic and gay votes. "This is a blatant political ploy in order to try to galvanize the political base of the other side which is faced with losing an election." Democratic Senator Carl Levin, chairman of the Armed Services Committee, noted that Admiral Mike Mullen, the top U.S. military officer, supported repeal. He said that even if Congress gave final approval to the bill, repeal of the ban would require certification from Obama, Defense Secretary Robert Gates and Mullen. He denied the new law would have a negative impact on readiness, unit cohesion, recruitment and troop retention. Levin said the real problem was "the determination on the part of Republicans to not let us proceed to debate bills." Just a few hours before the vote, Obama's nominee to head the Marines told a Senate panel he opposed lifting the military's ban on openly serving homosexuals. "I'm concerned that a change now will serve as a distraction to Marines who are tightly focussed at this point on combat operations in Afghanistan," Marine General James Amos told the Senate Armed Services Committee. The debate has become a rallying cry for gay rights activists. Singer Lady Gaga released a video last week urging senators and "fellow Americans" to push for repeal.
