The nation's second-largest city, which will host leaders including US President Barack Obama for the 21-member Asia Pacific Economic Cooperation (APEC) meeting, has deployed a record-equalling 21,000 police officers. The event, which began on Wednesday with foreign and trade ministers' talks ahead of the two-day summit which begins Saturday, will see the nation's biggest security operation since a G-8 summit in 2008 in northern Japan. Authorities are braced for a wide range of threats, including nationalist passions aroused by a territorial spat with China and fears that an embarrassing leak of counterterrorist data last week could compromise security efforts. "We need to pay special attention to right-wing movements this time due to the territorial disputes," a senior security official at Kanagawa Police Department, which covers Yokohama, told AFP. Demonstrations have been staged in China and Japan in recent weeks as nationalists from both sides denounce each other in a row centred on uninhabited islands in the East China Sea claimed by Tokyo and Beijing. Tokyo is also at odds with Moscow after Russian President Dmitry Medvedev last week visited another disputed island and warned he may make further trips there. Groups opposed to APEC's free-trade drive and anti-globalists travelling from the G20 gathering in South Korea which takes place ahead of the Yokohama summit may also turn up to the weekend event. "Security measures this time are quite difficult as we will hold the international conference in a metropolitan city," said the security official, comparing the event to the 2008 summit in Hokkaido, a scenic resort town. One headache is the proximity of the waterfront venue, the Pacifico Yokohama convention centre, to a residential area which authorities fear activists could use as a staging point for protests. Also raising concern are two blasts which went off near a ground troops camp in the Tokyo suburb of Saitama Prefecture last week, Kyodo News reported, citing anonymous police sources. Kyodo said that a group calling itself the "Revolutionary Army" claimed responsibility for the explosions, in letters sent to several Japanese media outlets declaring that it was an attack on APEC. A Saitama police spokesman said the small blasts did not injure anyone but could not confirm the report nor identify the group, about which little is known. Police last week also faced claims that an online leak of more than 100 classified anti-terrorism documents, including details on police informants and foreign suspects, posed a threat to the summit. But Japan's top government spokesman, Chief Cabinet Secretary Yoshito Sengoku, said he was confident the leak "will not affect the security for APEC". The bundle of documents apparently came from the Tokyo Metropolitan Police Department's Public Security Bureau and included details on Islamic terrorism suspects and FBI data, local media reported. During APEC week, some 8,000 delegates, journalists and other participants are expected to visit the city with a population of 3.7 million, which attracts 160,000 Japanese and foreign tourists every weekend.
