JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu urged Israeli settlers to act with restraint after a limited construction moratorium expires Sunday, a plea that appeared aimed at keeping Middle East peace talks alive.
As settler leaders and members of Netanyahu's Likud party gathered at a rally to celebrate the end of the partial freeze, a Palestinian official said there had been no breakthrough in U.S. efforts to save the negotiations.
Palestinian President Mahmoud Abbas has threatened to quit the talks, launched in Washington on September 2, if building resumed in settlements in the occupied West Bank where Netanyahu froze housing starts in November.
Netanyahu, whose governing coalition is dominated by pro-settler parties, has resisted pressure from U.S. President Barack Obama to extend the 10-month moratorium, which ends at midnight (6 p.m. EDT).
But the Israeli leader has held out the prospect of limiting the scope of renewed construction, a message he seemed to underscore in an official statement.
"The prime minister calls on the residents in Judea and Samaria (the West Bank) and the political parties to show restraint and responsibility today and in the future exactly as they showed restraint and responsibility throughout the months of the freeze," it said.
At the West Bank settlement of Revava, leaders of the settler movement and Likud supporters came together to release 2,000 balloons -- signifying the number of new homes that settler groups said they intend to start building next week.
"These are homes that have already received final permits," said an aide to Danny Danon, a Likud legislator who helped to organize the rally.
DIPLOMACY
The United States held extensive discussions with Israeli and Palestinian officials over the weekend to try to resolve the crisis.
"The American efforts are continuing. So far, there is no breakthrough," Nabil Abu Rdainah, a spokesman for Abbas, told Reuters by telephone from Paris, where the Palestinian leader was to meet Monday with French President Nicolas Sarkozy.
Israeli Defense Minister Ehud Barak said there was more than an even chance the peace process would continue.
"I think that the chance of achieving a mutually agreed understanding about (a) moratorium is 50-50," Barak said in a BBC interview in New York, where he met U.S. officials. "I think that the chances of having a peace process is much higher."
Abbas, whom Netanyahu has publicly urged to remain in the negotiations, also appeared to indicate the talks would not be suspended immediately upon the moratorium's expiration.
Asked in an interview with the pan-Arab newspaper al-Hayat, whether he would declare an end to the negotiations if the freeze did not continue, Abbas said: "No, we will go back to the Palestinian institutions, to the Arab follow-up committee."

9 months wasted and he wants to extend the gesture?
First he needs to come up with something for Israel as each gesture given seems to loose value very quickly.
It would be helpful if he could do anyone of the following:
- reconcile with Hamas so the talks really do represent the whole Palestinian people
- recognize the 2 countries for 2 people principle behind the talks
- recognize Israel is home of the Jewish people
- reclaim Gaza from Hamas for the Palestinian people
- hold new elections to have some legitimacy as his mandate ended more than 18 months ago

What Abbas needs to do is to walk away (with Arab backing).
Why? The Israeli intention is simply to take more land (in Silwan if they think they can get away with it).
It is really about time for the International Community to step up to all the UN Resolutions and the Roadmap as regards this issue.
It should be made clear to Israel there will be no peace,not now,not ever,unless they mend their ways.

If Israel refuses to stop building, then the US should take that refusal as a slap in the face. In turn stop providing Israel with aid and freeze all military purchases and gifts until peace is achieved.
Watch how quick that would work.

It is clear, that it is not , has never been or will it ever be the intention of Israel to conceed anything to the Palistinians whatever. The US knows it and the world knows it. Israel’s ambition know no limit and the duplicity of The United States is unconscionable

The United States of America and her ruling class lack Principle! And, one can never invoke this tenet in regards to Israel. So, lose the thought that there can possibly exist an appetite within the U.S governmental structure to see a tangible fair and balanced permanent solution to the Middle East debacle. It is like wishing that there will ever be a political discussion in the U.S without references to Taxes, Religion, Abortion, Substandard Education System and Race, despite the fact that unprecedented investments are continually made on these issues.
War mongers profit from aggression and conflicts, and not from peace! Chaos nourishes their convoluted desires.

Let’s apply the standard solution that the USA adopts when a country disobeys its wishes – sanction. If Israel would not continue its freeze, the USA should ban any US citizens, companies, and institutions (including the so called tax-exempt charity organizations)from investing or giving funds to build settlements. Since sanction is applied to Iran, it should also be applied to Israel.

Castlecrag, most Israelis have dual citizenship, and majorities are also U.S citizens! Ban them and there won’t be much left in the way of citizenry in the Jewish state of Israel. But, got to admit, it is a brilliant idea! Really, got the sarcasm! Cheers.
