Credit: Reuters/Fayaz Kabli By Sheikh Mushtaq SRINAGAR, India | Sun Sep 26, 2010 10:29am EDT SRINAGAR, India (Reuters) - India's decision to try to defuse pro-independence protests in Kashmir is a step forward but needs a broader political initiative to make progress in the long term, the region's main opposition party said on Sunday. India's only Muslim-majority state has been in a siege-like state of strikes, protests and curfew since June, the largest pro-independence demonstrations in two decades. More than 100 people have been killed, most of them in police firing. New Delhi has offered talks and promised to consider cutting down security rules faced by locals, freeing protesters and reviewing the scope of limiting a law that gives the military sweeping powers to search, arrest or shoot. While separatist hardliners, who want to merge Indian Kashmir with Muslim Pakistan, have rejected the offer, moderate Kashmiri leaders are willing to wait and see how far New Delhi could deliver on its promise. "This could make a good beginning if it is followed up seriously with larger political initiative ... whether it brings some relief to the people remains to be seen," Naeem Akhtar, spokesman for Kashmir's main opposition Peoples' Democratic Party said. Past failures in talks between New Delhi and Kashmiri leaders have only added to an air of distrust in Kashmir, which is at the heart of the rivalry between India and Pakistan. ARMED REVOLT New Delhi's intent might be gauged in part from the composition of a team of interlocutors India is set to announce for the talks, and from how far the authorities go to reduce their security footprint in the region. "Looking at the constrains of the mindset prevailing in India at present, one could not realistically expect more than what has been announced," said Noor Ahmad Baba, dean of social sciences at Kashmir University. "It is a positive beginning but not sufficient to resolve the crisis. It needs to be persuaded further, further toward the resolution of the dispute." Tens of thousands of people have been killed in Kashmir since an armed revolt against New Delhi's rule first erupted in 1989. India says Pakistan fans the rebellion. Kashmir is divided between India and Pakistan, both of which claim the region in full. They have fought two of their three wars over it. Syed Ali Shah Geelani, who has emerged as the leading face of the present cycle of street violence, has rejected the offer outright and announced a 10-day protest. Kashmiris themselves appeared divided on the Indian offer. The security lockdown has shut schools and offices and made food and medicine scarce during prolonged periods of curfew.
